UAE and African Union Hold First Talks to Boost Cooperation and Development

Abu Dhabi recently hosted an important event for the United Arab Emirates and the African Union. On September 12, 2025, both sides held the first round of political consultations in Abu Dhabi. This meeting marks a key step in building stronger cooperation between the UAE and Africa. The discussions follow agreements signed in 2019 and 2025 that focus on overall partnerships and health cooperation.

The main goal of the consultations was to increase collaboration, ensure regular communication, and achieve real results through technical coordination on shared issues. Both the UAE and the African Union agreed to continue political talks to check progress and strengthen their partnership.

Focus on Regional Stability

One important topic was regional stability. The UAE and the African Union expressed support for Qatar after attacks by Israel, calling these acts a threat to peace and security in the region. They also discussed territorial issues. The AU Chairperson reaffirmed support for the UAE’s sovereignty over the islands of Greater Tunb, Lesser Tunb, and Abu Musa.

These discussions show that both the UAE and Africa are paying attention to regional developments. They aim to work together to ensure peace and security, not only in their regions but also in areas where conflicts could have wider effects.

Historical and Social Ties

The consultations highlighted the long history of cooperation between the UAE and Africa. Both sides emphasized that frequent high-level visits and meetings strengthen their ties. For example, President Sheikh Mohamed bin Zayed Al Nahyan’s visit to Angola was seen as a landmark moment. Angola, as the current African Union chair, has been active in promoting peace initiatives across the continent.

Such visits help improve diplomatic relations and allow leaders to discuss shared goals and challenges. They also show that the UAE values Africa as a key partner for political, economic, and social development.

Economic Cooperation and Development

Economic partnership was a major focus of the talks. The UAE is the largest investor in Africa, putting resources into infrastructure, energy, and projects that support sustainable growth. Delegates discussed ways to align UAE investments with Africa’s development priorities, including digital technology, electricity expansion, youth empowerment, and women’s economic participation.

By focusing on these areas, both sides hope to create jobs, promote sustainable projects, and support long-term growth in Africa. The consultations highlighted the need to combine financial resources, technical knowledge, and local expertise to achieve measurable results.

Security and Regional Challenges

Security was another key topic. The UAE and AU discussed situations in the Horn of Africa, Sudan, Central Africa, and the Sahel. Both sides agreed on the importance of working together to strengthen regional peace and stability. Collaborative efforts, they said, can help prevent conflict, protect civilians, and create safe environments for development.

The UAE’s active role in the United Nations Security Council during 2022–2023 was also discussed. Delegates noted that the UAE promoted African issues globally and coordinated with the three African member states on the Council, known as the A3. This coordination helps raise Africa’s voice on international platforms and ensures that the continent’s priorities are considered in global decisions.

Future Cooperation and Development

The consultations ended with a commitment to continue strengthening the UAE–AU partnership. Both sides agreed to improve institutional and technical cooperation and ensure that joint programs have lasting impact.

After the main talks, separate meetings were held between UAE Minister of State for International Cooperation Reem bint Ebrahim Al Hashimy and AU Chairperson Mahmoud Ali Youssouf. These meetings focused on boosting investments from the UAE into Africa, expanding renewable energy projects, and supporting initiatives for youth and women. Both sides agreed that such programs are essential for inclusive and sustainable development across African countries.

Capacity building was another topic. Delegates discussed ways to improve governance, strengthen institutions, and develop human capital. Projects to enhance education, healthcare, and technical skills were seen as vital areas where the UAE can make a real difference.

Cultural and Social Collaboration

The consultations also emphasized people-to-people ties. Both the UAE and African Union recognized the importance of educational exchanges, knowledge sharing, and cultural cooperation. Programs that bring people together, share knowledge, and strengthen understanding are expected to make the partnership stronger and more long-lasting.

Long-Term Strategic Goals

By holding these political consultations, the UAE and African Union are creating a system for regular dialogue. This helps both sides monitor joint projects, track progress, and find new areas for cooperation. The goal is to make sure that political, economic, social, and security initiatives are effective and sustainable.

The first round of consultations is a milestone for the UAE–AU partnership. It shows that both sides are committed to collaboration, shared responsibility, and collective efforts to face regional and global challenges. The discussions also underline the strategic importance of this partnership for Africa, the UAE, and the international community.

Both the UAE and the African Union agreed to continue regular consultations. They will track progress on joint initiatives and explore new areas for investment, energy projects, social development, and governance programs. These efforts are expected to strengthen regional stability, promote sustainable development, and ensure the UAE remains a key partner in Africa’s growth.
