Ontario Intervenes in Near North School Board Amid Mismanagement Crisis

The provincial government of Ontario has taken decisive action by assuming control of the Near North District School Board, pointing to ongoing dysfunction within its operations and a disregard for ministry directives.

Education Minister Paul Calandra announced that this intervention follows the board's inadequate response to significant leadership shortcomings revealed in a recent report. “I refuse to be passive while a board’s failures jeopardize student success,” he emphasized, asserting that this action serves as a strong warning to other boards regarding their accountability.

A report from the ministry noted a “deficit of leadership” from the director of education and identified a troubled relationship between the trustees and administration. Reviewer Rachel Osborne detailed that under the existing leadership, there was no realistic pathway to restore community trust.

Last month, the minister issued 15 mandatory directives for the board, which included actions such as adopting a professional development plan for trustees and hiring an external expert to assess the director’s performance. The board’s inability to meet 10 of these directives on time has led to the escalation to provincial oversight.

An appointed supervisor will now oversee the board's functions, with Calandra providing direct interim supervision. This case marks the sixth school board in Ontario to fall under provincial management due to similar issues, joining those in major cities like Ottawa, Toronto, and Peel.

This intervention by the government highlights its dedication to student-centered governance and indicates a move towards enhanced scrutiny for boards that struggle with management issues.
