New Return-to-Office Guidelines for Federal Employees on the Horizon

Prime Minister Mark Carney revealed that new return-to-office guidelines for federal employees are on track for finalization. In the coming weeks, consultations with public sector unions will be conducted to determine the specifics of the transition back to in-office work.

During a joint appearance with Ottawa Mayor Mark Sutcliffe, Carney stated, “Different return levels will likely be implemented based on seniority, role, and capacity, with a more defined plan expected shortly.”

He underscored the necessity of a robust public service during turbulent economic and political times, asserting that employees require proper access to offices and resources to perform their duties effectively.

Since the onset of the COVID-19 pandemic in 2020 which necessitated widespread remote work, the federal government has sought to harmonize in-person and hybrid work setups. The policy update from May 2024 stipulated that those eligible for hybrid work must be present in the office at least three days a week, with executives required to be onsite four days to lead their teams effectively.

Mayor Sutcliffe shared his hopeful outlook on increasing in-office days, pointing out enhancements in public transport and urban infrastructure that could facilitate a revitalized downtown area.

Meanwhile, federal unions have voiced concerns over inadequate office space and the practicality of a full-fledged five-day return. Nathan Prier, president of the Canadian Association of Professional Employees, characterized last year’s policy implementation as hasty and stressed the importance of learning from earlier errors. Alex Silas, national vice-president of the Public Service Alliance of Canada, echoed warnings about the capability of buildings to accommodate a full-time office return.

As discussions continue, the government and unions aim to achieve an equitable approach that prioritizes public servants while promoting operational effectiveness within federal departments.
