Saudi Arabia’s labor market is in motion, and the newly launched Workforce 2030 report from Innovations Group presents a compelling guide to navigating this change. As the Kingdom's transformation accelerates under Vision 2030, businesses face complex talent dynamics. The report, titled Navigating Saudi Arabia’s Talent Landscape, aims to provide clarity and direction across sectors undergoing rapid expansion.

HR Outsourcing Gains Momentum

The report highlights striking growth in the kingship’s HR outsourcing market. Between 2019 and 2023, the sector surged by over 12 percent, and it’s projected to grow annually at over 6 percent through 2030. Within this, Recruitment Process Outsourcing stands out, forecasted to reach nearly 157 million dollars by decade’s end. Multi-Process HR services are expanding even faster, expected to hit about 79 million dollars, growing at nearly 9 percent annually.

Blue- and White-Collar Markets Expand in Tandem

As infrastructure and megaprojects gain pace, manpower demand rises. By 2030, the blue-collar workforce is expected to be valued at around 1.68 billion dollars, while white-collar labor will reach about 1.16 billion. Though white-collar roles grow slightly faster, both segments reflect the broader tilt toward skilled labor—reflecting workplace sophistication across the Kingdom.

Sectors Driving Talent Demand

The report underscores where the pressure is greatest: aviation, IT and fintech, healthcare, and construction. Rapid expansion in these sectors is outpacing local talent supply, especially for critical roles. In high demand are AI and machine learning engineers, cybersecurity experts, nurses, project engineers, ground staff, and technicians. These roles are essential for powering diversification across Saudi Arabia’s economy.

Transforming Complexity into Competitive Advantage

“Growth is being driven by megaprojects and economic diversification, but with it comes complexity,” says Anurag Verma, Innovations Group’s General Manager for Saudi Arabia. He emphasizes that the Workforce 2030 report is designed to help businesses gain clarity, regulatory confidence, and a competitive edge in scaling operations within the Kingdom. His message is clear: the future is in enabling—not just observing—the evolution of work.

A Talent Landscape in Flux

The report arrives amid broader shifts: Riyadh’s recent Skills Week campaign underscored national momentum in ramping up training aligned with market needs. Programs like Waad aim to deliver three million training opportunities by 2028, backed by new skills taxonomies and sector councils. Meanwhile, national workforce strategies continue advancing Saudization, encouraging private players to prioritize local hires.

Digital Upskilling Surges Ahead

Evidence from other reports reinforces the importance of technology skills. A majority of Saudi employers identify technological literacy—particularly in AI, data, cybersecurity—as rising in importance. LinkedIn data shows the Kingdom leading the region in disruptive tech skills like nanotechnology and AI. Saudi Arabia has also seen a 24 percent rise year-on-year in hiring AI talent, surpassing many global peers.

Facing Workforce Realities

But optimism comes with challenges. Generational gaps are emerging: younger professionals feel overlooked for training, while many are willing to switch jobs for better pay. Employers must meet evolving expectations—not only in compensation but flexibility and workplace support—to retain top talent amid transformation.

Saudi businesses are increasingly investing in internal mobility and AI-powered role matching. Service providers are enabling dynamic career pathways and reallocation, with platforms that align employee skills to emerging needs. This agile approach helps companies adapt quickly and strengthens workforce retention, giving Saudi talent room to grow within organisations.
