The Parole Board of Canada has decided against granting full parole to convicted serial killer Allan Legere, citing persistent threats to public safety. The ruling was made on December 12 after assessing new psychological and behavioral reports.
Legere, aged 77, is notoriously recognized as the “Monster of the Miramichi,” due to a series of heinous crimes in New Brunswick during the late 1980s. He was found guilty of murdering five individuals and sexually assaulting multiple others, leaving communities in shock.
The parole board's decision was informed by recent evaluations indicating that Legere still has a significant chance of engaging in violent behavior and a moderate chance of sexual reoffending. These assessments were derived from professional psychological evaluations and his conduct while incarcerated.
Concerns over Legere’s history of poor behavior in prison were also significant in the ruling. Officials remarked on his inadequate adaptation to institutional life and his lack of meaningful rehabilitation efforts. The board underscored the gravity of his previous convictions, referring to them as violent assaults that led to the tragic deaths of five innocent individuals.
Moreover, Legere’s history of reoffending while under supervision raised alarms. Some of his offenses occurred either during mandated releases or following escapes from prison, creating doubts about his ability to comply with any parole conditions if released.
The board also noted that Legere has yet to complete a rigorous sex offender treatment program, rendering him an untreated sexual offender. This consideration played a crucial role in the decision to deny his parole.
Ultimately, the ruling strengthens the board’s stance that allowing Legere to be released would pose an unacceptable risk to society, with public safety being the paramount concern.
