IDF Chief Urges Thorough Investigation of October 7 Assault Failures

Jerusalem: Lieutenant General Eyal Zamir, the chief of Israel's military, is advocating for an in-depth and systematic investigation into the failures that permitted the brutal October 7, 2023 attack by Hamas—the deadliest event in Israel's history. This call comes as the government faces increasing scrutiny to initiate an independent review of the security and intelligence shortcomings that led to this tragedy.

Zamir’s remarks were prompted by the release of a detailed assessment from an expert committee he appointed to analyze how the Israel Defense Forces (IDF) managed the events surrounding the incident. According to him, this report signals the end of the military's internal assessments but also underscores the necessity for a wider, inter-agency examination.

“The expert committee’s findings are crucial for developing a deep understanding we require as both a society and a military entity,” Zamir commented. “However, to prevent future lapses, a comprehensive investigation is essential—one that scrutinizes coordination and decision-making processes across all levels.”

The demand for accountability has sparked renewed public discourse in Israel. Polls suggest broad bipartisan support for a national commission to ascertain those responsible for the failures of October 7, which resulted in 1,221 Israeli fatalities, predominantly among civilians, and ignited Israel's ongoing military actions in Gaza.

Despite escalating public and political pressure, Prime Minister Benjamin Netanyahu’s administration has hesitated to form a state commission of inquiry, claiming it would be inappropriate while the war in Gaza is still in progress. Under current Israeli legislation, only the government can authorize such a commission, although its appointees must be selected by the Supreme Court.

Netanyahu’s right-wing coalition has frequently accused the Supreme Court of biased political influence, contributing to pre-existing tensions between the judiciary and the government. Critics contend that the reluctance to commence a national investigation reflects concerns among political leaders about potential blame for the failures in intelligence and operations that permitted the Hamas onslaught.

During a parliamentary meeting on Monday, Netanyahu dismissed opposition claims for an official investigation, suggesting they were attempting to capitalize on the tragedy for political advantage. Instead, he proposed establishing a consensus-based inquiry body similar to the U.S. 9/11 Commission—an idea promptly rejected by members of the opposition.

The expert committee report indicated that Israeli forces possessed “high-quality and exceptional intelligence” regarding Hamas's actions prior to the attack, yet took no meaningful measures to improve readiness or adjust troop positions. The report concluded that the failures were not anomalies but resulted from “deep-rooted systemic and organizational flaws” within the military.

A previous IDF investigation recognized a “complete failure” in stopping the October 7 assault, admitting to having significantly underestimated Hamas’s operational strengths over recent years.

The catastrophic events of October 7, which included mass infiltrations, rocket attacks, and hostage situations, have left a lasting impact on the Israeli psyche. This has triggered a comprehensive retaliatory campaign in Gaza, leading to casualties of over 69,000 Palestinians thus far, according to local reports.

As Israel deals with the repercussions of the attack and an ongoing conflict, Zamir’s call for a systemic review has heightened the demand for transparency from the government, reinforcing the imperative that the lessons learned from October 7 are never lost.
