Sheikh Mohammed Bin Rashid to Launch FNC Session in the UAE

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is set to inaugurate the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on Monday, November 24, 2025. This significant event is conducted on behalf of His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of the UAE.

The session will occur in the capital, gathering senior leaders, including Their Highnesses the Crown Princes, Deputy Rulers, high-ranking civil and military officials, along with members of the diplomatic community. Prior to the session, Sheikh Mohammed will confer with His Excellency Saqr Ghobash, the Speaker of the Federal National Council.

Convene under Federal Decree No. (151) of 2025, issued by the President of the UAE, this session's opening will also be witnessed in the Official Gazette. The Council's Speaker will oversee the enactment of this decree.

The opening of the session will involve the election of two new observers and the restructuring of standing committees, following internal regulations customary for each annual session and the initial and third sessions of every legislative term. Observers provide essential guidance and oversight, while the standing committees address various significant issues.

Furthermore, the Council is set to formally conclude the second ordinary session of the 18th legislative chapter by revisiting Federal Decree No. (73) of 2025. Members will examine prior communications with the Government concerning various policy matters and receive updates from officials on critical issues slated for discussion.

A significant item on the agenda entails reviewing a draft federal law that associates the Union’s general budget with the budgets of independent federal entities for 2026. This legislation has been directed to the Financial, Economic and Industrial Affairs Committee for thorough analysis.

The Federal National Council is crucial in law review, government policy oversight, and representing the citizenry of the UAE. This session is pivotal in the nation’s relentless pursuit to strengthen governance and advance national development.

The initiation of this session underscores the UAE’s dedication to transparency, dialogue, and progressive development as the nation strives toward its future aspirations.
