Kyivstar has taken the lead as Europe’s first mobile operator to implement Starlink’s direct-to-cell satellite technology. This pioneering initiative is aimed at helping millions of Ukrainians maintain connectivity during extended blackouts and the severe infrastructure damage resulting from the ongoing conflict in their nation.
On November 25, 2025, Kyivstar made a significant announcement regarding the rollout of this innovative direct-to-cell satellite service in Ukraine. The technology uniquely connects to standard 4G smartphones, enabling users to send SMS messages even when conventional mobile networks are compromised. Serving around 22.5 million mobile customers across the nation, Kyivstar is initially rolling out SMS capabilities with plans to introduce voice and data services in the coming year.
This service is crucial for addressing a pressing need in Ukraine, where targeted missile strikes and drone attacks on communication infrastructure have led to extensive power outages. For nearly four years, the conflict has challenged the ability of Ukrainians, particularly in affected regions, to stay connected.
Kyivstar’s satellite service enables people to communicate without relying on damaged terrestrial networks, an essential capability for everyday interactions, rescue missions, and emergency services in challenging circumstances.
This direct-to-cell technology allows smartphones to communicate directly with orbiting satellites, eliminating the need for local cell towers. Starlink utilizes a constellation of low-Earth orbit satellites to directly transmit signals to devices below, ensuring continuous connectivity in areas lacking reliable traditional infrastructure.
With over 50,000 Starlink terminals currently active throughout Ukraine, the technology is integral to military operations, drone communications, and broader internet connectivity efforts.
This innovative launch is the result of a collaboration between Starlink, owned by Elon Musk, and Veon, the global telecom group behind Kyivstar. CEO Oleksandr Komarov emphasized that this service enhancement is crucial for network resilience, enabling Ukrainians to stay connected and safe.
Kyivstar has invested in bolstering its infrastructure, implementing batteries and generators to provide over 10 hours of power during outages, ensuring uninterrupted service even amid failures in the electricity grid.
While SMS capabilities mark the initial offering, Kyivstar aims to broaden its scope to include voice calls and data services within the next year. Such advancements will enhance communication options for Ukrainians facing the aftermath of war and persistent power disruptions.
Kyivstar’s introduction of Starlink’s direct-to-cell technology signifies a milestone as the first of its type in Europe. It highlights the potential of satellite communications in preserving connectivity amid conflicts and disasters, setting an important benchmark for other nations experiencing similar adversities.
