The recent rains in October and November have brought some temporary respite to Ottawa’s watersheds following one of the driest summers since 2012. However, reservoir and groundwater levels remain significantly below normal, particularly in the upper watershed areas. Authorities have warned that the onset of winter freezing temperatures will limit additional recovery.
Since November 20, the Rideau Valley Conservation Authority (RVCA) and the Mississippi Valley Conservation Authority (MVCA) have downgraded the drought situation from Level 3 to Level 2 due to slight improvements in surface water levels. In contrast, the South Nation Conservation Authority (SNCA) is still functioning under Level 3 conditions, which were first established in August.
The region suffered through an extended heatwave this summer, with temperatures frequently in the mid-20s and little rainfall. Recent precipitation, which has ranged between 130% and 160% of seasonal norms over the last month, came too late to significantly restore deep groundwater levels, according to officials.
A communication from the RVCA and MVCA to the Ottawa City Council highlighted that surface water recuperates more rapidly than groundwater, which can take months to reach stability. Consequently, residents who rely on private wells might still encounter shortages, despite observable improvements in lakes and rivers.
While the city and conservation authorities cannot enforce water restrictions on private wells, they are urging residents to voluntarily cut back on water use by 20%. Notices have been displayed at key intersections in the most affected neighborhoods to remind residents of the advisory.
Ottawa's central municipal drinking water system remains unaffected, drawing less than one percent of the Ottawa River’s flow to ensure a stable supply. Should municipal water levels become jeopardized, the General Manager of Infrastructure and Water Services has the discretion to impose mandatory restrictions.
