Quang Ninh City Plan Gets Massive Support

The proposal to establish Quang Ninh city in Vietnam has received overwhelming support from residents across the province, according to a report submitted by the Quang Ninh Provincial People’s Committee.

Authorities said the public consultation process was conducted following directions linked to national administrative restructuring plans and development goals approved by Vietnam’s top leadership earlier this year. The proposal seeks to establish Quang Ninh city based on the current administrative boundaries of Quang Ninh province.

Local governments across communes, wards, and special zones organized public consultation campaigns by publishing project documents online and displaying them at public offices, cultural centers, and community gathering locations. Thousands of public opinion collection teams were also formed to gather feedback directly from residents.

Officials revealed that the province created 2,563 consultation teams with more than 10,000 members to ensure the process remained transparent and accessible for all residents. Authorities said the system was designed to make it easier for citizens to share opinions regarding the proposed city formation plan.

According to the final results, 385,597 households participated in the consultation process, representing 99.44 percent of all households in the province. Out of the valid responses collected, 385,440 households supported the proposal, equal to 99.96 percent approval.

Several areas including Bai Chay, Ha Long, Tuan Chau, Mong Cai 2, Mong Cai 3, Co To, and Vinh Thuc reportedly recorded a full 100 percent agreement rate. Ky Thuong commune recorded the lowest support level, but approval still remained extremely high at 99.49 percent.

Only 154 households across the province opposed the proposal, accounting for just 0.04 percent of valid responses. Provincial authorities stated that the consultation results reflected strong public trust and expectations for Quang Ninh’s future development and urban expansion plans.

Officials added that the strong support demonstrates the population’s confidence in the province’s long-term economic growth, administrative reforms, and modernization strategy as Quang Ninh moves toward becoming a major urban center in Vietnam.
