U.S. President Donald Trump has enacted two significant laws, highlighting efforts in both historical justice and small business support in the nation. This announcement came from The White House on April 13, 2026.

The first piece of legislation, the “Holocaust Expropriated Art Recovery Act of 2025,” makes important revisions to legal provisions initially established in 2016. Aimed at aiding families in reclaiming artworks and cultural items lost during the Holocaust, the law enhances judicial authority, affording more time and resources for victims' descendants to pursue claims for lost or stolen art.

This initiative aims to strengthen the ongoing efforts to address historical injustices tied to World War II by removing obstacles that previously impeded courts from hearing these cases, thereby facilitating rightful owners in reclaiming their properties.

The second law, the “Small Business Innovation and Economic Security Act,” seeks to foster innovation and stimulate economic growth. It extends crucial funding and authorization for federal initiatives, such as the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, through to fiscal year 2031.

These initiatives are vital in providing research and development funding to startups and small enterprises, fostering collaboration between these businesses and research institutions to advance new technologies.

The newly enacted law includes updates aimed at increasing efficiency and broadening the accessibility of these programs, allowing a larger number of businesses to take advantage of federal assistance. The anticipated outcome is a boost to the U.S. economy through enhanced innovation, job creation, and technological progress.

Together, these two bills illustrate a dual commitment by the administration—confronting historical injustices while also driving future economic advancements. Government officials anticipate that these measures will yield significant benefits for individuals seeking restitution as well as for businesses aspiring to innovate further.
