Germany’s ruling coalition has announced a landmark decision to fast-track infrastructure projects and overhaul the country’s building modernization framework, Chancellor Friedrich Merz said on Thursday. The new law replaces the previous clean-heating legislation with a broader approach aimed at modernising buildings and boosting the efficiency of construction projects across Germany.

Since taking office seven months ago, Chancellor Merz’s government has prioritized reviving Germany’s economy, which has been struggling with slow growth despite being Europe’s largest. The administration believes that accelerating infrastructure development will provide an immediate boost to employment, improve transport and utilities, and attract private investment, helping to strengthen the nation’s economic prospects.

Merz emphasized that the law is designed to simplify bureaucratic procedures that previously delayed critical infrastructure projects. By removing regulatory hurdles and streamlining approvals, the government aims to shorten project timelines significantly, making it easier for both public and private entities to implement large-scale construction and renovation works.

The broader building modernization framework will cover energy efficiency improvements, renovations, and construction projects across residential, commercial, and industrial sectors. The government plans to incentivize sustainable building practices while ensuring that modernization efforts align with Germany’s climate targets, even as the previous clean-heating legislation is set aside in favor of this more comprehensive strategy.

Industry leaders have welcomed the move, highlighting that faster approvals and clearer guidelines will encourage investment in construction and related sectors. Analysts believe that this initiative could have a positive ripple effect on Germany’s economy by stimulating demand for materials, creating jobs, and boosting domestic consumption.
