The government of the Kyrgyz Republic is continuing efforts to strengthen the country’s industrial and energy sector through the modernization of the Junda oil refinery located in Kara-Balta, Chui Region. On May 7, 2026, Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture and Processing Industry, Erlist Akunbekov, visited the refinery to inspect the progress of ongoing modernization work and review future industrial development plans connected to the facility.
During the visit, Deputy Chairman Erlist Akunbekov held a road meeting with plant management, employees, and representatives from several government agencies involved in the project. The discussions focused on the current operational condition of the refinery, the modernization process, and the role of the plant in supporting Kyrgyzstan’s domestic fuel supply and industrial growth.
Officials explained that the refinery is expected to play a major role in supplying fuel and lubricants to the domestic market once modernization work is completed. The government believes increasing local refining capacity will help reduce dependence on imported petroleum products while improving energy security and industrial self-sufficiency for the country.
Representatives from government agencies and company management presented detailed information about the current stage of modernization work at the refinery. Officials reviewed the readiness of production facilities, equipment upgrades, infrastructure improvements, and technical developments being implemented at the site. According to project representatives, modernization work is progressing steadily and is expected to be completed later this year.
A major part of the discussions also focused on a new investment project connected to the refinery involving the construction of an industrial park within the plant area. Government officials stated that the industrial park is expected to attract additional investment, support manufacturing activities, and create opportunities for new industrial businesses in the region.
Deputy Chairman Erlist Akunbekov emphasized the strategic importance of the project for the economic and industrial development of Kyrgyzstan. He noted that the refinery modernization and industrial park development could significantly increase oil refining capacity, support domestic production, and create new employment opportunities for local residents in the Chui Region and surrounding areas.
Officials also highlighted the importance of cooperation between government agencies and private sector investors in ensuring the success of the project. The Junda China Petroleum Company, which owns the refinery, is working closely with Kyrgyz authorities to improve industrial infrastructure and ensure the facility meets operational and environmental standards required for long-term production activities.
At the end of the meeting, Deputy Chairman Erlist Akunbekov reviewed reports from government agencies and refinery management before assigning several follow-up tasks to relevant institutions. Authorities stressed the importance of maintaining project timelines and ensuring that modernization work continues smoothly without delays. Officials expressed confidence that the refinery upgrade would provide long-term benefits for the country’s industrial economy.
The modernization of the Junda refinery is being viewed as one of the important industrial projects in Kyrgyzstan’s current economic development strategy. Government leaders believe the project will strengthen the country’s energy sector, improve industrial production capacity, and encourage further investment in infrastructure and manufacturing industries in the coming years.
