In a landmark move, Singapore has launched the National AI Safety Research Institute (NASRI)—the world’s first national-level facility dedicated solely to AI safety research. Inaugurated in June 2025 and backed by the Ministry of Communications and Information (MCI), this bold initiative is part of the government’s strategic plan to position the city-state as a global leader in trustworthy AI governance.
The institute will focus on evaluating, stress-testing, and certifying AI models for safety, fairness, and alignment with human intent. With the world grappling with unregulated large language models, AI hallucinations, and ethical dilemmas in algorithmic deployment, Singapore’s initiative signals a major shift toward institutionalizing responsible AI practices.
NASRI is designed to serve five primary roles:
Safety Audits for Large Language Models (LLMs) – Testing commercial and open-source AI systems for robustness, misinformation propagation, and potential misuse.
Alignment Research – Exploring how to keep AI systems aligned with human values, especially in high-risk applications such as defense, healthcare, and finance.
Red Teaming Lab – A dedicated cybersecurity division that will simulate adversarial attacks on AI models to test resilience against bias, data poisoning, and model inversion.
AI Ethics Benchmarking – Developing a global framework for comparing the ethical behavior of AI systems based on transparency, accountability, and consent.
Public Sector Deployment Review – Conducting safety reviews for AI systems used by government agencies in public services, education, and law enforcement.
Through these avenues, NASRI hopes to create what Singapore’s Digital Minister Josephine Teo described as a “neutral, science-driven reference hub for AI governance”, especially useful to countries without the resources to independently test and regulate advanced AI models.
The institute will operate as both a research and regulatory advisory body, and it has already signed memoranda of understanding with global organizations including OECD.AI, UNESCO, and the UK AI Safety Institute. The aim is to foster cross-border consensus on AI safety protocols, similar to how international aviation or pharmaceutical safety is regulated.
Crucially, Singapore intends to publish open-access safety evaluations of AI systems used in the region—making it the first country in Asia to institutionalize algorithm transparency as a national objective.
NASRI will also play a central role in advising ASEAN member states on AI readiness, as part of Singapore’s commitment under the ASEAN Digital Masterplan 2025.
Located at the one-north tech cluster, the facility has attracted leading researchers from MIT, ETH Zurich, Tsinghua University, and the National University of Singapore (NUS). It is expected to house over 250 full-time researchers by 2027 and will also offer visiting fellowships to emerging scholars and AI safety practitioners from the Global South.
To complement its research activities, NASRI will host an annual Global AI Safety Summit, bringing together policymakers, ethicists, and technologists to review international AI incidents, model failures, and upcoming challenges.
The tech industry has largely welcomed NASRI, particularly multinational firms operating across Asia. Companies like Microsoft, Anthropic, and Baidu have expressed interest in partnering on joint safety audits and alignment research. However, some regional startups fear that overregulation or compliance bottlenecks could hinder innovation.
To address this, NASRI will operate independently of Singapore’s Infocomm Media Development Authority (IMDA), and it has committed to publishing risk-weighted guidelines tailored to company size and model complexity, thus supporting innovation without compromising safety.
By launching NASRI, Singapore is making a clear statement: AI leadership must be earned through responsibility, not just scale or speed. As generative AI and autonomous systems become embedded in finance, healthcare, security, and education, the demand for credible, public-interest oversight will only grow.
Singapore’s bet is that trust—more than just technical capability—will define leadership in the global AI race. If successful, NASRI could serve as a blueprint for regional AI safety institutes from Nairobi to Bogotá, helping shape an equitable digital future.
