Taiwan has initiated an inquiry to determine if a former senior executive of TSMC transferred confidential semiconductor technology to Intel, following his recent transition to the U.S. chipmaker. This situation has captured significant interest in the global semiconductor landscape, where competition for advanced manufacturing is intensifying.
Local reports have named the individual as Wei-Jen Lo, who played a pivotal role in TSMC’s developments in 5-nanometre, 3-nanometre, and 2-nanometre process technologies. After more than 20 years with TSMC, he departed the company earlier this year and took a position at Intel in October. Allegations suggest he may have taken sensitive internal information before his departure, leading to the ongoing investigation.
The High Prosecutors Office of Taiwan acknowledged the situation and has initiated a preliminary case to examine the issue, yet no formal complaints or charges have been raised. Officials stated the objective is to ascertain whether any unauthorized transfer of technology has occurred, and whether it falls under national security jurisdiction.
Economy Minister Kung Ming-hsin highlighted on Wednesday that the government is taking the issue seriously, underscoring that semiconductor expertise is a vital strategic resource. He confirmed that authorities would collaborate with prosecutors to evaluate if current measures for safeguarding advanced technology are adequate.
Neither TSMC nor Intel have responded to requests for comments, and Intel has not officially acknowledged Lo’s employment. According to sources familiar with the matter, Lo is actively working at Intel and reports to CEO Lip-Bu Tan.
Lo boasts a 21-year tenure at TSMC, having previously led research and advanced technology initiatives. Prior to his stint at TSMC, he spent 18 years at Intel in significant leadership roles, including as director of technology development and manager of the Santa Clara development site.
The government intends to monitor closely whether this case could affect Taiwan’s semiconductor industry or its connections with significant international partners. The inquiry remains in its initial phases as investigators compile relevant information.
