Telegram's Pavel Durov Faces Charges of 'Aiding Terrorism' in Russia

Pavel Durov, co-founder of Telegram, has been charged by Russian authorities with "aiding terrorism" and an international arrest warrant has been issued. The Federal Security Service (FSB) alleges that the messaging platform failed to eliminate content linked to coordination of attacks within Russia.

This information was disclosed on Wednesday by the FSB.

FSB's Claims Against Telegram

The FSB asserts that Telegram did not take down channels, chat groups, and automated bots that were reportedly utilized by Ukrainian intelligence and groups labeled as terrorist or extremist by the Russian government.

Authorities allege this content was instrumental in orchestrating actions including sabotage, terrorist acts, mass fatalities, and cyber fraud.

These claims support the criminal case against Durov, according to the FSB.

Issuance of International Arrest Warrant

In conjunction with the criminal allegations, an international arrest warrant has been issued for Durov by Russian officials.

As of the announcement, there has been no public statement from Durov or anyone representing Telegram.

Increased Regulation of Messaging Platforms

This incident comes amid Russia's ongoing efforts to tighten its grip on online communication and digital platforms.

Authorities have promoted the state-run MAX messaging service while imposing further restrictions on foreign platforms such as Telegram and WhatsApp.

Experts point out that MAX lacks end-to-end encryption and assures that user data could be handed over to authorities upon request.

Moreover, Moscow has enacted limits on various global social media platforms, including Facebook, Instagram, X, and YouTube.

Durov's Past Critique of Russian Government

Born in Russia and later acquiring citizenship in France and the UAE, Durov co-established Telegram in 2013 after departing from the Russian social media giant VKontakte.

He has openly resisted appeals from the Russian government for user data concerning Ukrainian activists and criticized Moscow's attempts to infringe on privacy and freedom of speech.

Investigation in France Additionally Looms

Beyond the Russian allegations, Durov is also under scrutiny in France due to claims that Telegram inadequately mitigated illicit activities on its platform and failed to fully cooperate with law enforcement.
