Vietnam's Ministry of Education and Training has issued Circular No. 43/2026/TT-BGDDT, establishing new standards for vocational instructors across the country. The regulation aims to implement the provisions of the 2025 Law on Vocational Education and strengthen the quality of vocational training programs.
Focus on Real Skills and Industry Experience
The new circular places strong emphasis on evaluating actual professional competence rather than relying solely on formal qualifications. Authorities said the policy will help attract experts, engineers, artisans and highly skilled workers from businesses and cooperatives to participate in vocational education and practical training activities.
Competency-Based Assessment System
Under the new framework, vocational instructors must meet standards related to professional ethics, educational qualifications, practical vocational skills and teaching competence. Assessment will focus on demonstrated abilities, allowing candidates to prove their expertise through practical evaluations instead of only academic certificates.
Flexible Evaluation Mechanism Introduced
Vocational education institutions will be allowed to establish evaluation councils to assess instructors' practical and pedagogical skills. These councils will include teachers, industry experts and business representatives to ensure fairness, transparency and relevance to specific professions and training sectors.
Multiple Methods for Competency Testing
The circular permits institutions to assess instructors through oral examinations, teaching demonstrations and practical skills evaluations. Evaluation councils may also consider evidence such as work experience, professional achievements, awards, certificates and previous assessment results when determining competency levels.
Recognition of Qualifications Across Institutions
To reduce administrative burdens and improve workforce mobility, the regulation allows vocational institutions to accept competency recognition decisions issued by other accredited institutions. This measure is expected to encourage resource sharing while maintaining institutional autonomy in instructor recruitment.
Transitional Measures for Current Instructors
The ministry has included transitional provisions to prevent disruption to existing training programs. Instructors currently teaching under approved plans will continue their duties, while those holding previously issued teaching certificates will automatically be recognized as meeting the new pedagogical competency standards.
