The United Nations Security Council (UNSC) has temporarily lifted the travel ban on Afghan Taliban Foreign Minister Amir Khan Muttaqi, permitting him to visit India between October 9 and 16, 2025. This marks a significant development in international diplomacy, as it would be the first visit to India by a senior member of the Taliban-led Afghan administration since it assumed power in 2021.
During his visit, Minister Muttaqi is expected to engage in discussions focusing on enhancing bilateral cooperation between Afghanistan and India. Key areas of dialogue are anticipated to include trade exchanges, particularly the export of dry fruits, improvements in healthcare facilities, consular services, and the development of various ports. These discussions aim to strengthen the economic and infrastructural ties between the two nations.
India and Afghanistan have historically shared close ties, especially during periods when the Taliban were not in power. Following the Taliban's return to power in 2021, India closed its embassy in Kabul but reopened a technical mission in 2022 to facilitate humanitarian assistance and maintain diplomatic channels. This visit by Minister Muttaqi is seen as a step towards re-engaging with Afghanistan's current administration and exploring avenues for cooperation.
Prior to this visit, there have been instances of diplomatic engagement between the two countries. In January 2025, high-level talks were held in Dubai between India's Foreign Secretary Vikram Misri and Afghanistan's Acting Foreign Minister Amir Khan Muttaqi. These discussions focused on strengthening political and economic ties and expanding trade, particularly through Iran's Chabahar Port, which India has been developing to circumvent Pakistan's ports. Although India does not officially recognize the Taliban administration, it maintains a mission in Kabul for trade and humanitarian efforts.
Before arriving in India, Minister Muttaqi is expected to travel to Russia to participate in discussions with key regional countries, including China, Iran, Pakistan, India, and Central Asian nations. These talks aim to address the situation in Afghanistan and explore collaborative efforts to stabilize the region.
