A Canadian military counter-intelligence officer, accused of leaking sensitive information to a foreign entity, has been granted release under stringent conditions, raising significant concerns about national security.
Master Warrant Officer Matthew Robar, who has served 24 years in the Canadian Armed Forces' counter-intelligence sector, faces eight charges under the National Defence Act. The most serious charge pertains to the unauthorized communication of “special operational information” to a foreign entity, whose identity is not disclosed.
Robar appeared before a military court in Gatineau, Quebec, on a Monday, just five days post-arrest by military police. Prior to his release, he was detained at Garrison Petawawa. Due to the sensitive nature of the allegations, several details remain classified, and the Department of National Defence has refrained from commenting on the matter.
Military Judge Colonel Nancy Isenor sanctioned Robar's release with stringent restrictions, including both classified and public elements. Key conditions entail surrendering his passport and avoiding all forms of communication—both online and offline—with the unidentified foreign entity, prospective witnesses, and a roster of Canadian military personnel.
Furthermore, he is to steer clear of employees from the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE). Robar is forbidden from interacting with anyone related to foreign intelligence services, discussing the case with Canadian Forces Intelligence Command members, or posting anything related to these allegations on social media.
This marks Robar’s second detention this year; he was previously held for 24 hours in October without charge before being released under specific conditions. His re-arrest on December 10 was later publicly confirmed by military authorities.
Prior to these criminal charges, Robar was engaged in an internal disciplinary conflict within his unit, culminating in a reprimand earlier this year for allegedly disobeying lawful orders and partaking in unauthorized activities.
The unfolding case within Canada’s military justice system is expected to attract considerable scrutiny as it progresses.
