France has entered a new stage in its assessment of advanced driving technology, beginning road tests involving two vehicles equipped with Tesla's latest driver-assistance system. The move is important because European regulators are considering whether the technology should receive broader permission for use across the region. French authorities want to conduct their own assessment rather than depending entirely on information supplied by the manufacturer or another European regulator. The vehicles will be tested on French roads to determine how the system performs in real-world traffic conditions. Officials are expected to examine how the technology responds to different road situations, speed restrictions and driver-monitoring requirements. French Transport Minister Philippe Tabarot said the country had moved into the on-road testing phase after several months of discussions and technical work with Tesla. The assessment could become an important part of the wider European regulatory process, with France hoping to have its findings available before a possible decision by European authorities.
The French government has started testing two vehicles fitted with the company's advanced driver-assistance system. The testing follows months of discussions between French officials and Tesla over technical changes that could help the system meet requirements in the country. Transport Minister Philippe Tabarot said the government had maintained contact with Tesla and had now moved from technical discussions to practical road testing. The authorities want to establish how the system performs under French driving conditions and whether the available safety measures are sufficient for wider authorisation. France's independent assessment could become significant because the country is preparing to participate in a wider European discussion over the future use of the technology.
Tesla Full Self Driving is an advanced driver-assistance system designed to perform several driving tasks. Depending on the operating environment and regulatory approval, the system can control functions such as steering, acceleration and braking while the human driver remains responsible for monitoring the vehicle and being ready to intervene. Despite its name, the technology does not mean that a Tesla becomes a completely autonomous vehicle with no need for human supervision.
Authorities have to determine not only whether the system can perform driving tasks but also whether drivers remain sufficiently attentive and can take control quickly when required. The distinction between assisted driving and fully autonomous driving is therefore central to the regulatory debate.
France does not want to rely exclusively on testing or data generated in another European country. According to a French transport ministry source, authorities want to verify information provided by Tesla and the Netherlands while also observing how the system operates on French roads. French roads provide a different testing environment, including different traffic patterns, road layouts, speed restrictions and driving behaviour. By conducting its own assessment, France can gather evidence that is directly relevant to its regulatory requirements. The government also wants the results quickly enough to contribute to discussions at the European level. Officials are targeting the middle to latter part of September for the completion of the initial testing results.
The latest French testing follows an earlier regulatory development in the Netherlands. The Dutch road authority RDW provisionally approved the system for use on Dutch roads in April. Following that decision, Belgium, Denmark, Estonia and Lithuania also moved toward allowing the technology under their respective regulatory frameworks. Those developments have helped create momentum for a broader European decision. However, provisional permission in individual countries does not automatically mean that the technology has received unrestricted approval throughout the European Union. A wider decision would require European member states to consider the available evidence and determine whether the system satisfies the necessary regulatory and safety requirements.
The debate surrounding Tesla FSD Europe has become increasingly important for the electric vehicle company. Tesla has been seeking wider acceptance of its driver-assistance system as it expands its ambitions in the European automotive market. A broader regulatory approval could give the company greater flexibility in offering advanced driving features to customers across multiple European markets. At the same time, regulators are under pressure to ensure that technological innovation does not come at the expense of road safety. The French tests could therefore provide another important set of real-world evidence before European authorities make a broader decision.

French officials have previously expressed concerns about whether the safety benefits of the system are sufficient to justify authorisation. In July, Tabarot said the balance of safety considerations was not yet adequate, particularly in areas involving speed restrictions and warnings designed to ensure driver attention. Those concerns have not disappeared simply because road testing has started. Instead, the latest testing phase is designed to provide regulators with more information.
One of the most important questions surrounding advanced driver-assistance systems is whether human drivers remain attentive. When a vehicle performs steering, braking and acceleration automatically, drivers may become less engaged with the road. That creates a challenge for manufacturers and regulators. A driver must remain capable of taking control when the system encounters a situation it cannot safely manage. French authorities are therefore expected to pay close attention to how the system communicates with the driver and how effectively it warns the person behind the wheel when intervention is required. This issue is likely to remain a major part of the regulatory discussion surrounding Tesla FSD approval.
Tesla has also been presenting safety data as it seeks broader European acceptance. In a separate recent report, Reuters said Tesla claimed its supervised driving system recorded fewer collisions than manually driven Tesla vehicles in five European countries where the technology has been provisionally permitted. The company said the data covered more than 100 million kilometres driven between April and August 2026. Tesla has used those figures to strengthen its case ahead of a possible European decision. However, the safety comparisons have also attracted scrutiny. Reuters reported that experts questioned aspects of the comparisons, while regulators have faced criticism over the transparency of the approval process. That means regulators will have to consider not just manufacturer-provided statistics but also independent testing and real-world evidence.
The French government appears determined to generate its own evidence before taking a position. The country's testing programme gives authorities an opportunity to examine the system directly instead of relying solely on data supplied by Tesla or another national regulator. This could make France's findings particularly relevant to the European debate. If the results show that the system performs reliably under French conditions, they could strengthen the case for wider approval. If significant safety or performance problems emerge, however, regulators could demand additional modifications or safeguards before granting broader permission.
The French testing programme is taking place ahead of a potential European-level vote on wider deployment. According to Reuters, a decision could come as early as October or potentially by December, depending on the regulatory process. France wants to have its test results ready by mid-to-late September so they can be considered as part of the wider discussion. The timing means the coming weeks could be particularly important for Tesla and European regulators. The outcome could influence how advanced driver-assistance systems are regulated across European markets.
Tesla's wider strategy goes beyond conventional electric vehicles. The company has increasingly focused on software, automated driving and future robotaxi services. Its Tesla autonomous driving ambitions are closely linked to its ability to expand advanced driving features into major international markets. Tesla is also preparing for a high-profile Cybercab event in Austin, highlighting its broader push toward autonomous transportation. However, the regulatory path for different automated-driving products can vary considerably between countries. The European approval process is therefore important not only for Tesla's current driver-assistance features but potentially for the company's wider plans for automated mobility.
The terminology surrounding automated vehicles can sometimes create confusion. A system that can steer, brake and accelerate under supervision is not necessarily capable of operating a vehicle completely independently. In supervised systems, the human driver remains responsible. A fully autonomous vehicle would be expected to handle driving without continuous human supervision under the conditions for which it is authorised. This difference is one reason regulators are carefully examining claims and testing results before granting permission. For consumers, understanding this distinction is equally important because the name of a system does not necessarily describe its legal or technical level of autonomy.
If the French evaluation produces positive results, it could strengthen the argument for wider availability of advanced driving assistance in Europe. Consumers could eventually gain access to more sophisticated driving features, although the exact capabilities available to drivers would continue to depend on local regulations. If regulators identify problems, Tesla may have to make additional software or technical changes. The process could therefore influence not just Tesla owners but the wider European automotive industry. Other manufacturers are also developing increasingly advanced driver-assistance systems, meaning regulatory decisions involving Tesla could establish expectations for competing technologies as well.
The regulatory developments come as Tesla's European sales picture remains mixed. Recent registration figures showed a sharp rise in Tesla registrations in France and Denmark during August, while several other European markets recorded significant declines. The contrasting results demonstrate the importance of individual European markets to Tesla. Regulatory approval for advanced technology could become another factor in the company's strategy to strengthen its position across the region. At the same time, competition from established automakers and newer electric vehicle manufacturers continues to increase.
Once the road-testing phase is completed, French officials are expected to assess the findings and compare them with information already available from other countries. The results could then help France determine its position during the wider European regulatory process.
