The owners of the infamous Goa nightclub, where a tragic fire claimed 25 lives on Saturday night, have fled India just hours after the incident, raising serious concerns among law enforcement authorities. Saurabh and Gaurav Luthra left Mumbai early on Sunday morning at 5:30 am, heading to Phuket, Thailand, shortly after a first information report (FIR) was registered against them.
Authorities who visited the brothers’ Delhi residences found them absent and placed notices at their homes. Later on the same day, the Bureau of Immigration, acting on a request from the Goa Police, issued a lookout circular (LOC) to prevent their departure from India. Despite these measures, the Luthra brothers successfully managed to leave the country, prompting authorities to consider escalating the matter to international agencies.
The tragic blaze at Birch by Romeo Lane nightclub is believed to have been caused by pyrotechnics used during a dance performance. Following the incident, at least five people have been arrested, but the nightclub owners remain at large. With the brothers currently outside India, sources indicate that the Central Bureau of Investigation (CBI) is likely to seek a Blue Corner Notice from Interpol to track and apprehend them. Goa Police are coordinating closely with the CBI’s Interpol wing to ensure that the owners are located as soon as possible.
A Blue Corner Notice from Interpol is a global alert used to seek information about a person’s identity, location, or activities in connection with a crime. It is primarily used when authorities know who they are looking for but require international support to track their movements. Interpol has eight different types of notices, each serving a specific function. While these notices are not equivalent to international arrest warrants, they enable countries to share alerts and information with 196 member nations worldwide.
The color-coded notices issued by Interpol include Red for locating and arresting wanted criminals, Yellow for missing persons, Black for unidentified bodies, Green for potential threats to public safety, Orange for immediate threats like explosives, Purple for criminal methods, and UN Special Notices for individuals or entities under United Nations sanctions.
Interpol, founded in 1923 and headquartered in Lyon, France, does not have officers to make arrests but acts as a global network to assist police from different countries in fighting crime. It shares information, coordinates international investigations, and maintains extensive databases on wanted persons, stolen property, and travel documents, making it a critical tool in cross-border criminal cases like the ongoing Goa nightclub investigation.
The escape of the Luthra brothers has intensified scrutiny on nightclub safety regulations and enforcement in India, and authorities have vowed to bring the owners to justice. Meanwhile, the investigation into the fire and its causes continues, with a focus on preventing similar tragedies in the future.
