India should consider creating a dedicated platform that can help technology companies engage with overseas governments and regulators in a more coordinated way, Finance Minister Nirmala Sitharaman said at the Global Fintech Fest in Mumbai on Friday. Sitharaman's proposal comes as Indian technology businesses increasingly look beyond the domestic market. Companies working in emerging areas such as Artificial Intelligence, digital finance and asset tokenisation are entering countries where regulatory requirements can differ significantly. According to the finance minister, companies should not wait until foreign regulations become fixed or market-entry barriers are already established. A coordinated industry platform could allow Indian businesses to communicate their concerns and explain their technologies to regulators at an earlier stage.
Sitharaman said the international expansion of Indian businesses has made foreign regulations an increasingly important part of corporate strategy. Startups and technology companies entering new markets may have to understand different rules covering data, cybersecurity, financial services, technology standards and emerging digital products. She argued that smaller and younger companies may not have the resources or expertise required to independently study and negotiate every regulatory framework they encounter abroad. The proposed forum could therefore serve as a common support mechanism, helping companies understand foreign requirements while also creating a channel for discussions between Indian industry and overseas authorities.
One of the major advantages of such a platform would be to reduce the regulatory burden faced by startups seeking international growth. Sitharaman said a young company cannot reasonably be expected to understand, engage with and negotiate every regulatory system by itself. A common industry mechanism could provide companies with information, guidance and coordinated representation when they enter new jurisdictions. It could also help businesses understand how local laws may affect their products before significant investments are made. The initiative could become particularly relevant for India's expanding Fintech Industry, where companies increasingly operate across borders and deal with different financial and technology regulations.
The proposed forum would not only focus on regulatory discussions. Sitharaman said it could also help Indian businesses license their technologies in overseas markets and develop commercial partnerships. Such support could make it easier for companies to identify potential partners, understand market-entry requirements and build relationships with businesses and institutions in other countries. For technology companies seeking international customers, the ability to navigate regulations efficiently can be as important as developing the technology itself. A coordinated mechanism could therefore help Indian firms approach new markets with greater confidence.
Another possible role for the platform would be identifying areas where regulatory and technical standards could work together across countries. Sitharaman said the forum could encourage the sharing of best practices relating to data and Cybersecurity. Greater interoperability between standards could potentially reduce compliance difficulties for companies operating across multiple jurisdictions. This issue is becoming increasingly important as governments introduce new rules for emerging technologies. Global policymakers are currently examining how technologies such as agentic artificial intelligence and asset tokenisation should be governed.
Sitharaman also pointed to differences in how countries approach technological innovation. Some regulatory systems are designed in ways that encourage new businesses and technologies, while others can unintentionally create difficulties for new market entrants. For Indian companies expanding overseas, understanding these differences early could help reduce uncertainty and prevent avoidable obstacles. The proposed platform could consequently become a bridge between Indian technology companies and foreign regulators, allowing businesses to communicate their needs while also improving their understanding of local rules.
India's proposed forum would bring technology companies together to engage with foreign governments and regulators in a coordinated manner. It could help businesses with regulatory discussions, technology licensing, partnerships, overseas market entry, standards interoperability, data practices and cybersecurity.
For Indian technology companies expanding into international markets, the proposed forum could provide greater regulatory support and help them prepare for different legal and technical requirements.
