A government shutdown in September grounded commercial flights across the US, prompting security officials to arrange a special 416-mile road journey for External Affairs Minister S. Jaishankar. This unprecedented trip ensured he reached New York in time for a key meeting with the UN Secretary-General, Antonio Guterres.
According to a recently released report from the US State Department’s Diplomatic Security Service, the shutdown caused all air travel to halt, leaving road travel as the only option. A total of 27 security agents from various divisions, including the Diplomatic Security Service’s Dignitary Protection Division and its New York and Buffalo offices, coordinated the operation.
The motorcade began at the Lewiston–Queenston Bridge on the US-Canada border, where US agents received the minister from Canadian officials. The team then embarked on a seven-hour drive through upstate New York, carefully planning for winter weather challenges such as freezing temperatures and low visibility. Drivers were rotated regularly to maintain safety and efficiency.
Along the trip, the security detail faced a brief scare when a sheriff’s office explosive detection dog alerted to the armored vehicle. After securing the area and conducting a thorough inspection, agents confirmed there was no threat, and the journey resumed without delay.
Upon arrival in New York City, one of the security agents came across a woman severely injured in a hit-and-run accident. The agent provided immediate assistance while coordinating with city police and fire officials to clear the area for emergency services. Thankfully, the incident did not disrupt the minister’s security or schedule.
The detailed coordination also involved working closely with India’s UN mission, the Royal Canadian Mounted Police, and US border authorities to ensure smooth handovers at the border. The US State Department emphasized that this operation successfully allowed the minister to attend the UN meeting as planned, despite the challenges posed by the government shutdown.
