Ukrainian President Volodymyr Zelenskyy has named General Kyrylo Budanov, who previously led military intelligence, as his chief of staff. This notable change underscores a strategic pivot aimed at intensifying Kyiv's focus on security, defense initiatives, and diplomatic activities.
Zelenskyy highlighted the necessity for the Presidential Office to prioritize vital functions tied to national security, the enhancement of defense forces, and peace dialogue. Budanov takes over from Andrii Yermak, who was removed following anti-corruption inquiries related to irregularities in the energy sector. Although Zelenskyy did not specifically refer to the investigation, his comments stressed the need for a disciplined and renewed determination within the government’s top personnel.
At just 39, General Budanov stands out as a notable figure in Ukraine's military intelligence. Since 2020, he has headed the Main Directorate of Intelligence (GUR) and gained prominence following Russia's annexation of Crimea in 2014. His involvement in intelligence operations since Russia's large-scale invasion in 2022 has been pivotal, focusing on special missions aimed at crippling Russian military capacities deeply behind enemy lines. His public remarks frequently highlight the persistent threats Russia poses to Ukraine and its long-term regional stability.
This appointment signals a rare and tactical integration of a military intelligence leader into the president’s core team, placing Budanov at the crucial crossroads of political, military, and diplomatic discussions. Analysts suggest that his extensive expertise may bolster Ukraine's negotiation stance with Western allies and during discussions involving prisoner exchanges with Russia.
Alongside this key appointment, Zelenskyy has suggested Mykhailo Fedorov, 34, as Ukraine’s new minister of defense. Fedorov, recognized for his role in modernizing Ukraine’s military using drone technology and e-governance, succeeds Denys Shmyhal, who was acknowledged for significantly increasing drone production to over 1,000 interceptor drones daily.
Additionally, Oleh Ivashchenko, the current chief of the Foreign Intelligence Service, will replace Budanov in leading military intelligence.
This leadership realignment illustrates Kyiv’s strengthened commitment to enhance its defense operations and diplomatic outreach as Ukraine deals with a critical juncture in its ongoing conflict with Russia and peace negotiations.
