Malaysia has officially designated 2026 as the “Year of Execution” as the government intensifies its focus on implementing policies under the 13th Malaysia Plan (13MP). The announcement was made by Economy Minister Datuk Seri Akmal Nasrullah Mohd Nasir during his 2026 Minister’s Address, marking a decisive shift from planning to action.
Akmal stated that 2026, which is the first year of 13MP implementation, must prioritise translating government policies into concrete programmes, initiatives and development projects that directly benefit the public. He stressed that policy success would now be measured by real outcomes rather than intentions.
According to the minister, every policy introduced under 13MP must reach the right target groups and address actual needs on the ground. He emphasised that effective execution would become a core performance indicator across the entire ministry, including top leadership.
Execution, Akmal said, will be adopted as a shared KPI for the secretary-general, deputy secretaries-general, directors, department heads, agencies and political leadership. He added that accountability would extend to himself and the deputy minister, signalling a strong commitment to delivery-based governance.
The Madani government, he noted, is determined to ensure that the 13th Malaysia Plan does not remain a theoretical document but is implemented in a structured, organised and impactful manner. The focus will be on turning strategies into real actions that improve daily life for Malaysians.
Akmal highlighted that the implementation phase of 13MP will play a critical role in shaping Malaysia’s economic future, especially as the country navigates an increasingly challenging global economic environment. He said effective execution is vital for strengthening Malaysia’s position and escaping the middle-income trap.
To enhance transparency and oversight, the government will monitor the implementation of 13MP through a digital framework under the MyRMK system. This platform will track key performance indicators and identify responsible implementing agencies, ensuring better coordination and accountability.
The economy minister also stressed the importance of prioritising small, high-impact projects that can be completed quickly and deliver immediate benefits. He pointed out that repairing damaged bridges, fixing rural roads, upgrading government quarters, and improving schools and clinics would visibly demonstrate the government’s presence in solving real problems.
When such issues are addressed promptly, Akmal said, public confidence in government delivery increases, as citizens see tangible improvements rather than prolonged discussions about large-scale projects alone.
With 2026 set as the Year of Execution, the government aims to ensure that 13MP policies translate into meaningful development outcomes, reinforcing public trust and strengthening Malaysia’s economic resilience.
