UAE and Montenegro Initiate Advanced Leadership Training Program

The governments of the UAE and Montenegro have launched the Montenegro Executive Leadership Programme, a strategic initiative designed to enhance government development and modernization. This program will train 23 top officials from Montenegro, equipping them with practical knowledge, international insights, and advanced tools to effectively navigate challenges and drive institutional change. This collaboration encourages a mutual exchange of governance expertise, enhancing strategic leadership skills that promote innovation, cooperation, and sustainable development, ultimately elevating the performance of Montenegro’s public sector.

In collaboration with Hamdan Bin Mohammed Smart University and various UAE government entities, the program includes field visits, workshops, and sessions with 19 UAE specialists. Training will cover six critical sectors: financial management, tourism, public security, cybersecurity, digitalization, and effective leadership. Notable UAE partners involve Dubai College of Tourism, the National Emergency Crisis and Disaster Management Authority, and the UAE Cyber Security Council.

The participants consist of high-ranking officials, such as ambassadors, advisers, directors-general, and executive leaders. Combining virtual training with hands-on projects, the program aims to provide a thorough and practical learning experience. Abdulla Nasser Lootah emphasized that nurturing skilled government leaders through ongoing education is vital for governance readiness. He remarked that this initiative reinforces collaboration between the UAE and Montenegro in sharing knowledge and best practices. Both nations established a strategic partnership at the World Governments Summit 2025 to exchange successful governance templates. Since 2018, the UAE’s Government Experience Exchange Programme has aided numerous countries by disseminating expertise in strategic planning, service improvement, and institutional growth.
