The UAE Government has enacted a new Federal Decree-Law aimed at creating the National Media Authority, a transformative initiative poised to modernize the nation’s media framework. Operating as a federal public entity under the Cabinet, the Authority’s primary objective is to harmonize national media initiatives, refine communication strategies, and elevate the UAE’s image both domestically and internationally.
Consolidating Media Organizations
As per the legislative framework, the National Media Authority will absorb the functions, duties, and powers of three key existing entities:
UAE Media Council
National Media Office
Emirates News Agency (WAM)
This integration involves all associated rights, obligations, and ongoing agreements. By fusing these organizations, the UAE aims to eliminate redundancy, enhance efficiency, and provide a clearer direction in its media strategy.
Core Responsibilities and Objectives
The Decree-Law delineates significant responsibilities for the Authority, including:
Formulating the UAE's strategic media agendas
Aligning policies across local and federal media institutions
Fostering growth within the national media sector
Boosting the UAE’s international media standing
This initiative seeks to ensure a cohesive national narrative, enhancing the UAE’s credibility and consistency in communication, especially concerning pivotal national matters.
Media Outlet Licensing and Oversight
A vital function of the Authority will be regulation, involving the establishment of standards and protocols for licensing and overseeing:
Traditional media channels
Digital media platforms
Publishing services
Media operations within free zones
This encompasses governance over operational standards and the accuracy of content disseminated throughout the UAE, including free zones, ensuring adherence to national guidelines.
Enhancing Content Standards and Oversight
The Authority will collaborate with various government agencies to develop content standards guiding news reporting, digital publishing, and broadcasting. These benchmarks aim to foster responsible and factual content, promoting a constructive global image for the UAE.
Moreover, the Authority will oversee the national narrative, ensuring communications echo the nation’s values and aspirations.
Crisis Management and Combatting Misinformation
In today's fast-paced digital environment, the proliferation of misinformation is a critical concern. The Authority will lead efforts in media crisis management and countering disinformation, establishing systems to:
Identify media crises promptly
Address misleading or harmful content
Mitigate digital threats and misinformation
This includes devising rapid response strategies to combat misinformation and reduce public confusion during critical periods.
Transforming Emirates News Agency (WAM)
A crucial aspect of the Authority's mission involves the enhancement of the Emirates News Agency (WAM), which will include:
Fortifying WAM as the primary conduit for official news
Expanding its multilingual broadcasting and translation capabilities
Establishing international correspondent networks
These efforts are poised to augment WAM’s global influence and establish it as a reliable source for multi-language UAE news reporting.
Fostering Media Talent Development
Additionally, the Authority is tasked with fostering media professionals by:
Developing homegrown talent in various media sectors
Facilitating skill enhancement for journalists
Promoting the establishment of multilingual media services
This approach aims to cultivate a skilled, adaptable media workforce prepared for future challenges.
International Representation of the UAE
Moreover, the Authority will engage in various diplomatic roles, which encompass:
Licensing foreign media personnel within the UAE
Leading media delegations abroad
Representing the UAE in international media discussions
These functions will be executed under the directives of the Cabinet and in collaboration with relevant governmental entities.
Establishing Governance and Leadership Structure
The Decree-Law introduces a structured governance framework for the Authority, which includes:
An executive head with specific responsibilities
An appointed deputy head
A board of trustees designated by the Cabinet
A secretary-general accountable for policy implementation
This framework ensures consistent leadership and accountability within the Authority.
Capacity for Corporate Endeavors
The Authority is empowered to establish or invest in limited liability companies, contingent on Cabinet approval, facilitating opportunities for collaborative ventures and media investments.
