The UAE's healthcare sector made impressive strides in 2025, marking a significant enhancement in the nation's medical infrastructure and its global stature in healthcare excellence. This progress spanned diagnostics, treatment innovations, research initiatives, public health enhancements, and legislative achievements, all indicative of the UAE’s aspirational vision to safeguard public health and elevate living standards.
Key to this success was a robust national strategy targeting advanced infrastructure, a skilled healthcare workforce, collaborative global partnerships, and proactive policy-making. The UAE Cabinet introduced the National Policy for Combating Health Risks and revamped both the UAE Health Council and the National Public Health Committee to enhance collaborative efforts and readiness.
A significant legislative milestone was reached with the enactment of a Federal Decree-Law to amend rules governing organ and tissue donation and transplantation. The new regulations are in accordance with global health standards, permitting advanced treatment methodologies, such as organ solutions derived from animals or created in labs under precise medical oversight, thereby prioritizing patient safety and curbing unsafe practices.
Moreover, numerous infrastructure initiatives and investment schemes made headlines throughout the year. Health insurance provision was authorized for Fujairah Government workers, while Abu Dhabi launched a regional facility for vaccine distribution. Dubai Healthcare City also announced a substantial AED 1.3 billion expansion project featuring a new medical center. In Sharjah, the unveiling of three additional pharmaceutical manufacturing sites was confirmed, with investments surpassing AED 308 million, reinforcing local drug production capabilities.
The UAE also elevated its capabilities in advanced diagnostics through a collaborative project with NYU Abu Dhabi, Yas Clinic–Khalifa City, and the Abu Dhabi Stem Cells Centre, which integrated AI-assisted MRI analysis into routine clinical assessments. Future plans include establishing the Middle East’s inaugural heavy-ion cancer therapy center, providing state-of-the-art radiation treatment.
Public health initiatives made remarkable progress too. The Ministry of Health and Prevention successfully completed over 95 percent of the National Health Survey alongside the majority of the National Nutrition Survey. New scientific guidelines were issued to enhance the National Tuberculosis Control Programme, focusing on improved disease prevention strategies.
UAE healthcare organizations received international accolades, with Emirates Health Services earning global accreditation for its Diabetes Clinical Care Programme, making it the largest diabetes care network accredited worldwide. The organization also attained status as the largest CARF-accredited rehabilitation service provider in the region and collected four international awards.
On the global stage, the UAE stood out in health awareness and community engagement efforts. The Hayat programme accounted for over 2,034 organ transplants and trained upwards of 10,000 specialists, while the UAE expanded its global mission to counter chronic diseases via extensive research initiatives.
