British Prime Minister Keir Starmer has carried out a major reshuffle of his top team on Friday, bringing in new ministers for key positions, including deputy prime minister, foreign affairs, and interior. The reshuffle comes after the resignation of his deputy, Angela Rayner, and is aimed at restoring Starmer’s authority and stabilizing his government.
Starmer appointed foreign minister David Lammy as his new deputy prime minister, a significant promotion that places him in a position of high responsibility. To fill Lammy’s previous role as foreign minister, Starmer selected interior minister Yvette Cooper. Cooper, a senior and experienced politician, has previously served in former Prime Minister Gordon Brown’s cabinet and is known for her work on tackling illegal migration.
Replacing Cooper as interior minister is justice secretary Shabana Mahmood, 44, who has earned a reputation as a reliable and decisive politician. Mahmood is viewed as a “safe pair of hands” capable of handling the responsibilities of one of the government’s most important ministries.
This reshuffle comes after Starmer reorganized his Downing Street team last week to strengthen his economic advisory group. However, Rayner’s resignation made this reshuffle larger than many had expected. It ended over a week of speculation and distraction surrounding Rayner’s personal tax affairs.
Angela Rayner, 45, resigned after Britain’s independent adviser found that she had breached the ministerial code by failing to pay the correct tax. Starmer had offered his full support to Rayner when the issue first arose, but the ruling left him little choice but to accept her resignation. Rayner said in her letter to Starmer, “I deeply regret my decision to not seek additional specialist tax advice. I take full responsibility for this error.”
While Lammy now holds the deputy prime minister role, he has had to give up the highly sought-after foreign secretary position, a role often considered one of the most prestigious in the government. By appointing trusted and loyal figures like Cooper and Mahmood to the foreign and interior ministries, Starmer is signaling a focus on loyalty and competence in his cabinet.
Starmer’s focus on loyalty comes after a period marked by a high number of ministerial resignations. Outside of government reshuffles, no British prime minister in almost 50 years has seen such a large number of early departures. Rayner is the eighth minister to leave Starmer’s team and the most senior among them, making her departure particularly impactful.
Political observers note that this reshuffle not only strengthens Starmer’s immediate control over his cabinet but also ensures that experienced and reliable politicians are in positions to manage critical areas like justice, interior affairs, and foreign relations.
Starmer has moved swiftly to stabilize his team after Rayner’s resignation. By appointing loyal and experienced ministers, he hopes to restore confidence in his leadership and ensure that the government can focus on its work without further distractions. The reshuffle also underscores the importance Starmer places on accountability, loyalty, and competence among his ministers.
