London, August 31, 2026: The growing impact of artificial intelligence on cyber threats has emerged as one of the most immediate concerns for the global financial system, according to Financial Stability Board Chair Andrew Bailey. Bailey, who is also Governor of the Bank of England, warned that advanced AI could significantly alter the Cyber Risk landscape by changing how quickly attacks can be launched, how widely they can spread and the resources required to carry them out. The Financial Stability Board, an international body that monitors vulnerabilities across financial systems, has urged governments and financial institutions to strengthen their preparedness as AI capabilities develop.
In a letter sent to G20 finance ministers and central bank governors ahead of their meetings this week, Bailey said several countries still lack adequate frameworks to oversee the deployment of advanced AI models. One major concern is that sophisticated AI systems could help attackers identify weaknesses in digital infrastructure more rapidly. This could force financial institutions to discover and fix vulnerabilities at a much faster pace. For banks and other financial companies, maintaining strong Cyber Security measures will therefore become increasingly important.
Bailey also highlighted the financial sector's growing reliance on a small number of powerful technology providers. Heavy dependence on these companies could create vulnerabilities across the wider financial system. A disruption affecting a major technology provider could potentially influence several financial institutions simultaneously, raising concerns about Financial Stability and market confidence.
The Financial Stability Board has stressed that advances in AI capabilities should be accompanied by stronger resilience, testing and recovery arrangements. Bailey said responsible development and release of advanced AI models should be supported globally. Financial institutions may need to ensure that their systems can withstand unexpected AI-related incidents without causing major disruptions to critical services.
Bailey also repeated earlier concerns about possible corrections in financial markets. High AI-related valuations remain an area of attention, while weaknesses in government debt markets could add to broader financial pressures. Another emerging issue is the increasing use of leverage in equity markets. Greater borrowing to finance investments can amplify losses when markets decline, potentially increasing pressure during periods of volatility.
The rapid development of AI presents both opportunities and risks for the financial industry. While the technology can improve efficiency and decision-making, regulators are increasingly focused on whether security and recovery systems can keep pace.
