Dubai's Groundbreaking Sign Language Pledge Enhances Accessibility

In a progressive move towards inclusivity, Dubai has unveiled the “Dubai Communicates in Sign Language” pledge, spearheaded by the Community Development Authority (CDA) in collaboration with the Higher Committee for the Protection of the Rights of People of Determination.

Unveiled during Arab Deaf Week, this marks the UAE's first initiative of its kind, aimed at safeguarding communication rights for deaf and hard-of-hearing individuals across various sectors.

This pledge aligns with Dubai’s broader goals under the Dubai Social Agenda 33 and the Strategy for People of Determination, emphasizing a vision for a society free from barriers to information and services.

A significant aspect of the pledge is the acknowledgment of Emirati Sign Language, positioned as a distinct language with cultural significance. It aims to promote equitable communication, uphold human dignity, and ensure accountability among institutions in delivering inclusive services.

Hessa bint Essa Buhumaid, Director General of the CDA, emphasized that this initiative is pivotal in positioning Dubai as a trailblazer in accessibility and inclusion. She asserted that improving service delivery will enhance the quality of life for those with hearing impairments.

The pledge outlines several commitments:

  • Government Services: Comprehensive sign language assistance, trained staff, and accessible platforms will be provided by authorities.
  • Healthcare: Medical institutions will facilitate sign language interpretation during critical healthcare interactions.
  • Education: Schools will foster an environment for sign language education, complete with specialized programs for interpreters.
  • Security and Transport: Accessible and effective communication methods, including visual cues and trained personnel, will be prioritized.
  • Employment: The pledge will bolster equal career opportunities and professional development for individuals with hearing disabilities.

Additionally, it envisions the establishment of a central registry for certified sign language interpreters, involving People of Determination in service design.

This initiative unites several governmental entities, including the Dubai Health Authority and Dubai Police, aiming to create a robust framework for inclusive practices.

Ultimately, the “Dubai Communicates in Sign Language” pledge is a testament to the city’s dedication to fostering an inclusive environment where all individuals enjoy equal access and participation in societal life.
