India’s telecom ministry has secretly instructed leading smartphone manufacturers to preload the Sanchar Saathi cyber security application on all new devices, as per a private order issued on November 28. This directive ushers in one of the most extensive digital compliance measures in the world’s second-largest smartphone market, promising to ignite discussions among privacy advocates and global technology firms.
The document, reviewed by Reuters, mandates that companies, including Apple, Samsung, Vivo, Oppo, and Xiaomi, ensure every new phone sold in India comes pre-installed with the app, with no option for users to remove or disable it. Manufacturers are given a 90-day deadline for compliance.
Existing Devices Also Required to Install the App
As per the directive, phones already produced or in distribution channels must receive the app via software updates. The ministry refrained from making a public announcement, opting instead for private communication with selected companies.
Officials have characterized this mandate as crucial in addressing the growing issue of “serious endangerment” to telecom security, specifically due to fraudulent or cloned IMEI numbers—unique identifiers that help track and deactivate stolen or suspicious devices.
The App's Function in Mitigating Phone Theft and Fraud
Introduced earlier this year, Sanchar Saathi has swiftly emerged as a key component in the government’s anti-fraud initiatives. Official statistics reveal:
Over 700,000 lost phones successfully recovered
50,000 recoveries accomplished in October alone
3.7 million stolen or lost devices blocked
30 million fraudulent mobile connections terminated
More than 5 million downloads since its launch
The application enables users to verify IMEI numbers, report stolen devices, block them from network access, and flag dubious calls. Authorities claim that this tool has enhanced tracking capabilities for law enforcement and curbed the spread of counterfeit devices.
Potential Conflicts for Apple
This new requirement may present challenges for Apple, which has a strict policy against pre-installing any non-government or non-Apple apps on devices prior to sale. This long-standing regulation has previously caused friction in India, notably during a move to enforce a government anti-spam app.
Industry analysts predict that Apple might seek alternatives, possibly suggesting users install the app manually rather than preloading it on devices. With Apple holding around 4.5% of India’s 735 million smartphones, its response to this directive will be closely monitored by the tech sector.
Expectations for Clarity as Smartphone Makers Await Guidance
As of now, major smartphone makers—including Apple, Google, Samsung, and Xiaomi—have not publicly addressed the order. The telecom ministry has remained silent as well.
With the compliance deadline fast approaching, smartphone manufacturers are currently evaluating the impact on software frameworks, user experience, and global operational standards. The directive signals a major transformation in how India intends to enforce cyber security regulations directly within consumer devices.
