NCP Raises Concerns Over July National Charter 2025 in Bangladesh

DHAKA – A pivotal moment in Bangladesh's political landscape looms as the country gears up for the signing of the eagerly awaited July National Charter 2025 on Friday. This charter aims to unify various political factions in a collective effort towards democratic renewal. Chief Adviser Muhammad Yunus has urged all parties to join this consequential event, striving for a united front amidst the nation's diverse political, religious, and ethnic backgrounds. However, dissent is evident, particularly from the National Citizen Party (NCP), which has expressed significant reservations regarding the legality and potential effectiveness of the charter.

The NCP contends that the July National Charter 2025, crafted by the National Consensus Commission—a seven-member body instituted by Yunus's administration—lacks the necessary legal grounding. They emphasize unresolved issues surrounding the full execution of reforms proposed by six distinct commissions, alongside the absence of a public referendum to gain necessary support. In an official statement, the NCP asserted, “Signing the July National Charter 2025 without a solid legal basis transforms it into an empty formality,” indicating its hesitation to endorse the charter until these critical issues are addressed.

Meanwhile, Chief Adviser Yunus remains committed to fostering national unity, calling upon all Bangladeshis to witness the signing of the July National Charter 2025, labeling the occasion as a historic day filled with pride and aspiration. “I urge each Bangladeshi, no matter where you are, to tune in and celebrate this momentous occasion! Together, regardless of our differences, we are ONE UNITED NATION,” Yunus remarked in a recent post on X, underscoring the charter's significance for the nation's unity and democratic aspirations.

Notably, several major political organizations, including the Bangladesh Nationalist Party (BNP), have agreed to partake in the signing. Invitations have been extended to BNP Chairperson Begum Khaleda Zia and Acting Chairman Tarique Rahman for the ceremony taking place at the South Plaza of the National Parliament in Dhaka. Although the BNP supports the charter, Rahman’s attendance remains uncertain due to personal reasons, and Khaleda Zia's participation is also in question due to health issues. Furthermore, the BNP has expressed opposition to a referendum prior to the elections, a point raised by the Islamic hardliner party Jamaat-e-Islami Bangladesh, which could have lent legal credibility to the charter.

Cultural Affairs Adviser Mostofa Sarwar Farooki characterized the signing of the July National Charter 2025 as a significant move towards a “festive election,” emphasizing initiatives to enhance communication materials and stir up national enthusiasm. With various political entities deliberating their involvement, the July National Charter 2025 stands as a crucial marker in Bangladesh's political journey, embodying both hopes for democratic reform and the hurdles in achieving legal and political consensus within a fragmented society.

As the signing event approaches, all eyes are on whether the NCP will ultimately align with other parties and how the charter will shape Bangladesh's political future leading up to the national elections. Experts suggest that the July National Charter 2025's success depends upon its capability to foster political inclusion, establish legal validity, and secure public trust.
