In a significant development for the engineering sector, Abu Dhabi's Department of Municipalities and Transport (DMT) has launched a new grading framework designed to elevate professional standards. This updated system now features four distinct accreditation levels for engineers across various recognised specialisations.
Under Administrative Decision 113/2025, the previous three-tier structure has been replaced with a more nuanced approach that includes Intern Engineer, Practitioner Engineer, Professional Engineer, and Expert Engineer. This initiative seeks to establish a transparent and meritocratic pathway for career advancement, ensuring that technical expertise remains integral to each qualification.
Aspiring engineers will need to begin their journey at the Intern Engineer level and must pass essential examinations to attain Practitioner status. Further advancement into Professional and Expert categories will require acceptable academic qualifications, successful exam completions, and a blend of practical experience validated by Professional Development Units (PDUs), which can be accrued through accredited training and educational opportunities.
The examination framework has also been overhauled to meticulously assess both technical prowess and regulatory knowledge. The tests will evaluate various engineering capabilities, specific sector practices, administrative acumen, and comprehension of the construction regulations governing projects within Abu Dhabi.
To assist engineers still finalising qualifications—like degree equivalencies or pending examinations—the DMT has implemented an extendable conditional registration. This provisional status enables them to work legally while advancing toward comprehensive, permanent registration.
With these newly established reforms, Abu Dhabi aims to build a robust engineering workforce prepared for the future, grounded on consistent standards and ongoing professional growth.
