Panama has categorically rejected allegations asserting that recent US military operations on its soil are intended as a threat to Venezuela. President Jose Raul Mulino emphasized that the presence of US troops in Panama is fully sanctioned and does not indicate hostility toward surrounding countries.
This statement arises amid escalating tensions in the area, particularly following Venezuela's assertions that the US military deployments in Latin America aim to destabilize President Nicolás Maduro's regime.
US Exercises Ignite Regional Controversy
The current year witnessed US forces engaging in a variety of survival and combat drills deep within Panama’s lush Darién jungle—adjacent to Colombia—and at a police installation along Panama’s Caribbean coastline. These exercises coincided with wider US military initiatives across the Caribbean and Pacific, which are officially framed as efforts against narcotrafficking.
Nonetheless, Venezuela claims that these activities represent a concealed mission to undermine its leadership, alleging that the US disguises military actions under the banner of anti-drug operations.
Panama’s government has deemed these accusations unfounded.
“Panama does not offer its territory for any hostile actions against Venezuela or any other nation worldwide,” President Mulino stressed, reiterating that all military activities are conducted with explicit approval.
Security Agreement Under Review
The military exercises were sanctioned under a bilateral security arrangement ratified in April, permitting US forces—only with Panama’s consent—to utilize air and naval bases for training missions over a potentially renewable three-year term.
However, this agreement has ignited protests in Panama, evoking sensitive memories of the 1989 US invasion aimed at ousting former leader Manuel Noriega. Detractors argue that external military participation threatens national sovereignty.
Debate Surrounding US Attacks in Latin America
The regional discourse has heightened following recent US attacks on suspected drug-smuggling vessels in Latin America, resulting in a reported 76 fatalities since last September.
Human rights groups assert these strikes may breach international laws, particularly as US officials have yet to provide concrete evidence that the victims were involved in drug-related activities.
Despite criticisms, Panama maintains that US operations on its soil are compliant with international laws and do not endanger neighboring nations.
President Mulino Reiterates Panama’s Stance
In light of national concerns, President Mulino affirmed that Panama exercises full authority over its territory and military strategies.
“There exists no unauthorized military presence in Panama,” he emphasized.
This statement seeks to alleviate political unease as regional powers confront escalating tensions alongside scrutiny of US military engagement in Latin America.
