On November 21, 2025, the Russian military declared the capture of Kupiansk, a vital city in eastern Ukraine. Located within the Kharkiv region, Kupiansk serves as an essential railway hub and a stronghold for Ukrainian defense.
Initially seized by Russian troops on the first day of the 2022 invasion, Kupiansk was reclaimed by Ukraine in September 2025. However, recent months have seen Russian forces steadily gain ground along the eastern front, forcing Ukrainian soldiers into a defensive position.
Sergei Kuzovlev, commander of the Russian western military grouping, informed President Vladimir Putin that the Russian forces had “completed the liberation of the city of Kupiansk.” He emphasized its significance as a “key element” in Ukraine’s defenses, crucial for controlling transport and supply routes in the region.
This announcement coincided with the U.S. presenting a proposal to Ukraine aimed at resolving the conflict. The proposal reportedly aligns with Russian demands for territorial concessions from Kyiv, suggesting that future negotiations may hinge on substantial territorial changes.
Earlier that day, President Putin paid a visit to a Russian military command post to gauge the situation at the front lines. Kremlin spokesman Dmitry Peskov noted that Putin met with high-ranking officers and received updates on military operations, though it remains unclear if the command post was within Russia or in regions seized from Ukraine.
Before the conflict, Kupiansk had a population of roughly 55,000, making it a hotspot for military engagements due to its strategic positioning and railway links. Its recent capture marks a notable shift in the ongoing war, with Russian forces advancing further into eastern Ukraine.
The situation in eastern Ukraine continues to be precarious, with heavy military actions from both sides, and the civilian population bearing the brunt of the ongoing conflict. Experts suggest that the capture of Kupiansk could significantly influence the war’s trajectory and future peace talks.
