President Claudia Sheinbaum of Mexico is engaged in a critical showdown with billionaire businessman Ricardo Salinas Pliego. This conflict, revolving around a staggering $4 billion tax allegation, is putting the president's authority and her government's tax enforcement capabilities to the test.
Salinas, who heads a vast array of businesses in media, finance, and retail, has branded himself as an anti-corruption advocate. In contrast, Sheinbaum views him as a symbol of tax evasion and political unrest. The administration is also pursuing a $16 billion claim against Samsung over alleged misuse of export incentives, actions that have drawn criticism from business associations, including the U.S. Chamber of Commerce, which has labeled Mexico’s tax enforcement as aggressive and inconsistent.

While she needs to assert the government's authority and enforce tax obligations, Salinas’ rising popularity and the protests he rallies may challenge her support.
