US Peace Plan May Force Ukraine to Concede Territory Following Fatal Strike

A recent US peace proposal might necessitate Ukraine to relinquish territory, scale down its army, and forgo long-range weaponry, after a violent missile strike by Russia in western Ukraine resulted in 26 fatalities, including three children. The assault, which hit residential buildings in Ternopil on Wednesday morning, is one of the most devastating attacks on western Ukraine since the onset of the conflict in 2022.

This proposal reportedly aligns with Russia's maximalist terms for resolving the conflict, which Ukraine has consistently deemed unacceptable, equating it to surrender. Key elements of the plan involve the acknowledgment of Russian-controlled areas, including Crimea, and a reduction of Ukraine’s military force to 400,000 personnel. However, it's uncertain what concessions Russia would offer in exchange.

Ukrainian President Volodymyr Zelensky's visit to Turkey aimed to reinvigorate US participation in the peace discussions, despite an expected US envoy's absence. Nonetheless, a prominent Pentagon delegation led by US Army Secretary Daniel Driscoll reached Kyiv to confer with Ukrainian officials, including Defence Minister Denys Shmygal, about conflict resolution strategies.

Oleksandr Syrsky, Ukraine’s chief military commander, characterized his discussions with the US delegation as “productive,” highlighting the urgency of enhancing air defenses, increasing long-range strike capabilities, and securing the front line against Russian advances.

In Ternopil, rescue teams combed through debris after cruise missiles targeted residential complexes, prompting officials to advise the city’s 200,000 inhabitants to remain indoors due to escalating chlorine levels in the air from the ensuing fires. Among the deceased was 20-year-old Bohdan, who perished at home alongside 25 others, with another 92 individuals—including 18 children—sustaining injuries. Zelensky condemned the assault as “barbaric,” and the UN human rights chief Volker Turk called the civilian toll “appalling.”

Currently, Russian forces occupy approximately one-fifth of Ukraine’s land, and Moscow remains resolute in its military pursuits unless Ukraine complies with its conditions. Ukraine aspires for the US to exert pressure on Russia through sanctions, while also striving to advance prisoner exchanges and other humanitarian discussions.

This tragic incident in Ternopil coincides with the approaching winter, as Ukraine’s energy infrastructure and military forces face increasing strain at the front. Turkish President Recep Tayyip Erdogan has urged both parties to revive peace discussions in Istanbul, a venue where earlier negotiations this year yielded minimal results.
