Abu Dhabi Enhances Industrial Licences to Stimulate Growth

The Abu Dhabi Registration Authority (ADRA), representing the Abu Dhabi Department of Economic Development (ADDED), has rolled out new initiatives focused on strengthening the industrial sector while aiding investors in the emirate.

This announcement was unveiled during the 5th edition of Make it in the Emirates 2026. The new regulations aim to deliver increased flexibility to investors, boost project sustainability, and highlight Abu Dhabi's status as a premier industrial hub within the region.

Significantly, the validity of the “Rowad” industrial licence—the primary licence for establishing an industrial facility—will now be extended from two to three years prior to construction. Moreover, licences for projects under construction will see an extension from three to four years before production commences.

Officials believe that these adjustments will facilitate more effective project planning and execution, providing businesses with the necessary time to secure financing, conduct studies, and develop their projects on solid, sustainable foundations.

His Excellency Hamad Sayah Al Mazrouei, Undersecretary of ADDED, emphasized that robust government policies and support programmes are driving the growth of Abu Dhabi's industrial sector, contributing to economic diversification and industrial expansion.

He noted that ADDED has engaged extensively with investors and businesses across various sectors to identify challenges and propose appropriate remedies. These initiatives are crucial for simplifying procedures, enhancing services, and fostering a conducive investment environment.

Furthermore, Al Mazrouei affirmed that these measures align with the objectives of the Abu Dhabi Industrial Strategy (ADIS), which seeks to bolster the emirate's competitiveness as a vital industrial centre in the region.

Authorities anticipate that extending the Rowad licence will alleviate pressures on investors during initial project phases, thus promoting the quality and sustainability of industrial ventures while boosting local supply chains and inviting new factories into the market.

The adjustment to four-year validity for licences under construction aims to assist investors in navigating delays tied to construction, supply chains, and financing, ultimately enhancing project readiness and fostering long-term industrial investment growth within Abu Dhabi.

Recent statistics reveal that by the end of 2025, Abu Dhabi had issued a total of 3,197 industrial licences, a 15 percent increase from 2,784 in 2024.

Also, the number of industrial licences progressing into the construction phase surged by 37 percent in 2025, reaching 206, compared to 150 the previous year. Furthermore, the number of fully operational industrial establishments rose by 53 percent, with 115 now in operation versus 75 the year before.

His Excellency Mohamed Munif Al Mansoori highlighted that these numbers demonstrate the robust allure of Abu Dhabi’s industrial sector for both local and global investors.

He reaffirmed ADRA’s commitment to refining licensing processes, governance, and compliance, while steadfastly attracting investments that align with Abu Dhabi’s economic priorities.
