The Canadian International Trade Tribunal has initiated a preliminary investigation into the impact of decorative and non-structural plywood imports from China on local manufacturers. This inquiry arises from complaints presented by Columbia Forest Products and the Canadian Hardwood Plywood and Veneer Association, who assert that unfair trading practices are detrimental to their operations.
The tribunal's examination will focus on whether the imported plywood is being sold in Canada at excessively low prices, possibly as a result of government assistance. If substantiated, these actions could disadvantage domestic businesses, leading to possible financial impacts and hindering growth within the sector.
Following a review by the Canada Border Services Agency, this investigation falls under the Special Import Measures Act. The tribunal's mandate includes evaluating whether there are reasonable grounds to believe that the imports have caused injury, delaying progress, or pose a future risk to the Canadian industry.
A significant ruling is expected by June 9, 2026, to assess if the claims warrant further exploration. Should the tribunal find sufficient evidence, the CBSA will continue its inquiries and provide preliminary conclusions by July 9, 2026.
If the findings indicate dumping or subsidization, the tribunal could proceed to a final review phase, potentially leading to trade measures like tariffs on these imports.
As an independent quasi-judicial entity reporting to Parliament through the Minister of Finance, the tribunal addresses issues related to trade disputes, subsidies, and import regulations. It has also called for participation from interested parties, including businesses and government entities, to contribute during the inquiry.
This case underscores the ongoing concerns regarding equitable competition in global trade and the safeguarding of domestic industries within Canada’s manufacturing landscape.
