Louise Arbour is set to take on the role of Canada’s next governor general, marking a significant moment for the country. Widely respected in both legal and human rights circles, she gained international prominence for her work in prosecuting war criminals and advocating for human rights. The appointment, announced by Prime Minister Mark Carney this week after receiving the nod from King Charles III, sees Arbour become the 31st governor general and the first under King Charles’ rule.
Born in Montreal, Quebec, Arbour has had an illustrious legal career spanning over fifty years. She began her journey as a law professor, eventually ascending to judgeships in Ontario and holding positions on the Ontario Court of Appeal and the Supreme Court of Canada. Arbour became well-known in the late 1990s when she was appointed chief prosecutor by the United Nations for war crimes tribunals in Rwanda and the former Yugoslavia.
While at The Hague, she made headlines by being the first prosecutor to indict a sitting head of state for war crimes, leading significant inquiries into genocide, ethnic violence, and crimes against humanity during the Balkan conflicts and the Rwandan genocide. Her diligence earned her accolades from international human rights bodies and legal scholars alike.
After retiring from the Supreme Court of Canada in 2004, Arbour continued her advocacy on a global scale, serving as the UN High Commissioner for Human Rights and later as the Special Representative for International Migration. She remained a steadfast voice for global human rights, justice reform, and diplomacy. Recently, she spearheaded an independent review of sexual misconduct within the Canadian Armed Forces, resulting in impactful institutional reforms.
Prime Minister Mark Carney praised Arbour for her unwavering commitment to giving a voice to the voiceless and noted her extensive public service record. This positioning represents the monarch in Canada and encompasses tasks such as opening Parliament, enacting legislation, and officiating at significant national and international engagements.
