The Roads and Transport Authority (RTA) in Dubai has reached a significant milestone, having completed 72% of the transition from its traditional card-based nol ticketing system to a sophisticated account-based ticketing (ABT) digital payment platform.
This upgraded infrastructure aims to be among the most cutting-edge digital payment solutions globally, aligning with the latest financial technologies while adhering to international best practices. RTA anticipates that all project phases will be finalized by the conclusion of Q1 2027.
His Excellency Mattar Al Tayer, the Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority, emphasized that the nol system upgrade is a cornerstone of RTA's broader digital transformation strategy.
He reiterated that this undertaking is a long-term investment focused on enhancing digital service delivery. This cohesive payment architecture will link various transport modes, boosting operational efficiency and simplifying passengers’ travel experience.
Al Tayer further noted that this initiative complements Dubai’s ambition of leveraging advanced technology to streamline government services, elevate customer satisfaction, and fortify the city’s reputation as a premier destination for living, working, and exploring.
According to Al Tayer, the revamped nol system will diversify payment options and facilitate seamless access to transit services via modern digital payment techniques.
This new platform is set to enhance the role of the nol card, transforming it into a comprehensive digital payment tool. It also aligns with Dubai’s Cashless Strategy by promoting digital transactions and ensuring better integration across various sectors, allowing for everyday payments.
The RTA has segmented this extensive upgrade into three distinct phases.
The initial phase will see the introduction of QR code ticketing via digital platforms, enabling passengers to buy and use transport tickets virtually.
Phase two will unveil a new generation of nol cards built upon updated technology that meets international benchmarks. These cards will interface with bank card technologies and will link to customer accounts automatically upon purchase.
The final phase will allow patrons to settle public transport fares using additional payment methods, including bank cards and digital wallets.
The upgraded system will unveil an array of new features aimed at customer convenience.
Users will have the ability to create personal accounts linked to their nol cards, integrate their cards with mobile digital wallets, and acquire transport tickets via QR codes on digital channels, enjoying flexible fare options across diverse public transport services.
Customers can manage their nol cards as well as those of family members, allocate separate top-up amounts for each card, set up automatic top-ups connected to banks, track daily transactions, block lost cards, and recover remaining balances.
RTA is also updating systems, ticketing devices, and smart kiosks throughout public transport facilities to accommodate the new payment technologies.
Once completed, riders will be able to pay their fares using QR code tickets, the revamped nol cards, as well as bank cards and digital wallets, offering greater flexibility while navigating through Dubai.
The upgraded payment system will broaden the use of nol cards to services beyond public transportation.
With this technological advancement, customers will be able to make purchases using the next-gen nol cards at retail outlets and online platforms across the UAE, similar to conventional bank cards.
The RTA introduced the nol system on 9 September 2009, coinciding with the launch of the Dubai Metro, aiming to simplify payment processes for transit users.
In recent years, RTA has rolled out numerous initiatives linked to the nol card, including the nol Student Package developed with the International Student Identity Card Association (ISIC), granting students specific discounts across the globe.
They've also launched promotional nol Travel cards for residents and visitors, and implemented nol card payments for soft mobility solutions such as e-scooters. This integration promotes Dubai's first- and last-mile transport strategy, with nol card payments for soft mobility recognized as one of the groundbreaking applications in the world.
