Dubai Film Development Committee Unveils Strategic Growth Plan

The Dubai Film Development Committee, established by the Dubai Media Council, convened for its inaugural meeting to outline its mission, structure, and strategic focuses aimed at fortifying Dubai’s film industry.

Held at the Council’s headquarters, the meeting aimed to create a strong and competitive cinematic ecosystem by capitalizing on Dubai’s strengths while addressing the pressing needs of the industry, including production, talent cultivation, and collaborative efforts.

Her Excellency Nehal Badri, Secretary General of the Dubai Media Council, emphasized that the committee will be pivotal in realizing the leadership’s aspirations for Dubai’s creative economy. She also mentioned the Council’s strategy to amplify the media sector’s contribution to the knowledge economy, heavily focusing on innovation and creativity.

According to Badri, the film sector is one of Dubai’s most promising media pillars, offering extensive growth opportunities. The committee aims to further augment Dubai’s reputation as a stronghold for global film production and creative talent.

She reiterated the necessity of harmonizing policy, infrastructure, and industry essentials through a collaborative, sector-wide method. Additionally, film is increasingly vital in Dubai’s media framework, fostering economic diversification, skill development, and international collaboration while influencing the emirate’s standing in the global creative landscape.

Badri also highlighted Dubai’s competitive edge as a filming hub, which is supported by advanced digital infrastructures, flexible regulations, efficient logistics, and an ideal geographic position linking regional and global markets. These elements build a solid foundation for expanding film production and facilitating long-term sector growth.

His Excellency Issam Kazim, Chairman of the Dubai Film Development Committee, stated the committee is committed to translating its strategic plans into actionable results. Key initial goals include setting clear guidelines, enhancing local talent development, and improving synergy between public and private stakeholders.

Kazim noted the committee would focus on tailored training programs, simplifying filming procedures, and forming robust partnerships with local and international production entities. Collaborations with government bodies and prominent filmmakers—both individual and institutional—will also be prioritized. These initiatives are expected to boost a creative, technology-oriented economy.

The committee was formed under Dubai Media Council Resolution No. (8) of 2025, initiated by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Council, in November 2025. Its mission entails providing specialized services and facilities for the film industry, coordinating with key players, supporting targeted training programs, and nurturing budding talent.

During the meeting, Hesham Al Olama, Vice Chairman of the committee, remarked that the variety of expertise among its members is crucial for achieving the strategic goals of the sector. He acknowledged that strong cooperation amongst the represented entities will nurture a prosperous ecosystem, enhance Dubai’s appeal to international filmmakers, and draw further investment into the industry.

The meeting was attended by representatives from Dubai Culture and Arts Authority, Dubai Municipality, Roads and Transport Authority, Dubai Customs, Dubai Civil Aviation Authority, Dubai Police, the General Directorate of Identity and Foreigners Affairs, and Emirates Airline, demonstrating a cohesive, government-wide initiative to bolster the growth of Dubai’s film scene.
