Dubai has implemented a new law focused on the enhancement of social development, aimed at fostering community welfare and improving social services across the emirate.
Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Law No. (12) of 2026 was introduced concerning the Community Development Authority (CDA) in Dubai.
This legislation clearly outlines the Authority's mandate to regulate and develop the emirate's social sector. The goals include promoting sustainable community development, facilitating social service delivery, safeguarding vulnerable groups, and boosting the social and financial empowerment of UAE citizens. Moreover, it aims to foster social cohesion, encourage community participation, and enhance social responsibility.
Among the key responsibilities of the CDA will be the development of social policies and strategies, legislative proposals for the social sector, and the oversight of social organizations and professionals in Dubai.
The Authority will also manage volunteer activities, guarantee access to social services, and support initiatives aimed at protecting and empowering vulnerable groups and their families, focusing particularly on children, individuals of determination, and those requiring additional social support.
Additionally, the CDA aims to reinforce family and social unity, establish community centers, and create partnerships with government and private organizations to enhance social services across Dubai.
Care for Minors and Individuals with Limited Capacity
The new law details provisions related to the care of minors and individuals with limited legal capacity.
Social services for these groups will be provided by the Community Development Authority based on decisions from judicial or competent authorities, ensuring their access to healthcare, educational, social, and recreational services while providing the necessary protection and care.
The Authority will legitimize and represent these individuals before relevant entities, offering support against unlawful practices and arranging for family-based or institutional care as necessary. It may place individuals under its care in approved social or healthcare facilities when required.
Classification of Low-Income Individuals
The legislation also addresses the classification of low-income individuals in Dubai.
The Community Development Authority will ascertain and categorize low-income persons according to criteria set by the Chairman of The Executive Council of Dubai and regularly review these thresholds based on economic and social indicators to submit necessary updates.
Establishment of a Social Observatory
An important feature of the new law is the creation of a Social Observatory as part of the Authority's structure.
In partnership with relevant government bodies, the Observatory will research societal issues and trends throughout Dubai, collect and analyze data, and support preventative actions. It aims to identify social challenges and propose solutions to mitigate their societal impacts.
Furthermore, it will forge a comprehensive social database that takes into account all sections of society, particularly vulnerable demographics. Relevant agencies will be obligated to provide the necessary information to support its activities.
Unified System for Social and Humanitarian Cases
The law establishes a cohesive system for managing social and humanitarian cases throughout Dubai.
This system will empower the Authority and related entities to coordinate support services, evaluate cases, monitor beneficiaries, and ensure comprehensive assistance is provided.
Government organizations and service providers will be required to utilize this system, forming the necessary electronic connections and sharing relevant data according to the Authority's standards.
Community Development Fund
The new legislation creates a Community Development Fund within the Authority to support social development programs and assist eligible individuals and families.
This Fund will finance social initiatives, provide both cash and non-cash support, and offer emergency assistance during crises. Additionally, it will encourage skill development through vocational training programs for the unemployed, enhancing their employment prospects. The Fund aims to improve the quality of life for beneficiaries, strengthen social stability, and promote active societal participation.
Moreover, the Fund will stimulate partnerships with the private sector, encouraging businesses and individuals to contribute to community development efforts.
Previous Laws Repealed
This new law revokes Law No. (8) of 2015 regarding the Community Development Authority in Dubai and invalidates Law No. (15) of 2020, which delegated certain responsibilities to the Authority from the Endowments and Minors’ Affairs Foundation.
Existing regulations enacted under the 2015 law continue until they are replaced by updated regulations, unless contradicted by the new law. Any conflicting provisions are annulled, and the law is effective immediately upon publication in the Official Gazette.
