Education Ministry to Audit All Schools for Safety

The Education Ministry has announced that it will conduct an immediate safety audit across all schools in the country, including fully residential institutions and hostels. The decision comes in response to growing public concern after the tragic death of 13-year-old student Zara Qairina Mahathir in Sabah.

The ministry said the audit will carefully examine whether schools are following all safety-related Standard Operating Procedures (SOPs). The results of this audit will be submitted to the ministry’s top management within three months.

Reforming the Complaint System

In its statement, the Education Ministry said the current complaint system, including the Anti-Bullying Portal, will be reformed. This reform will make it simpler for people to report incidents, and an anonymous reporting option will be added. This means students, teachers, or witnesses will be able to report bullying or other safety issues without revealing their identities.

The ministry stressed that this change is aimed at protecting complainants and witnesses from possible backlash or fear of speaking up.

A Tragic Loss

The move comes after the heartbreaking death of Zara Qairina, who was found unconscious after allegedly falling from the third floor of her school dormitory in Sabah. Her death has shocked the nation, with many demanding answers and justice.

Following allegations of bullying, her body was exhumed for a post-mortem. Thousands of people have joined calls for a transparent and thorough investigation into the case.

Formation of a Safety Reform Committee

To ensure stronger action against bullying and improve safety, the ministry will form a Safety Reform Committee. This committee will include:

  • Academics

  • Non-governmental organisations (NGOs)

  • Experts from various fields

  • Police officers

  • Representatives from the Parent, Community, and Private Sector Involvement network

The committee will work together to recommend changes, set new safety standards, and ensure these standards are followed in every school.

Zero Tolerance Policy Against Bullying

The ministry has repeated its strong stance against bullying. Any student found guilty of bullying may face suspension or even expulsion from school.

At the same time, school administrators, teachers, and education officers who fail to handle complaints properly — according to the given guidelines — will face disciplinary action. This ensures that all complaints are taken seriously and handled according to the rules.

New Intervention Programme: Bangkit Bermaruah

The ministry has also announced a new programme called Bangkit Bermaruah. This programme is designed for students who are suspended from school due to serious misconduct, including bullying.

Instead of just staying at home, these students will be required to take part in community service and activities that focus on building good character and behaviour. The goal is to help them understand the impact of their actions and give them a chance to improve.

Strengthening Psychosocial Support

The Education Ministry will also increase psychosocial support in schools. Guidance and counselling teachers will play a bigger role in preventing bullying and providing help to students who may be at risk.

More resources will be provided for counselling services, ensuring that students have a safe space to talk about their problems. This includes both prevention and early intervention when signs of bullying are detected.

Shared Responsibility for a Safe School Environment

The ministry emphasised that tackling bullying is a responsibility shared by everyone — teachers, school administrators, parents, students, and the community.

It called for cooperation among all parties to create a safe and supportive environment where students can focus on learning without fear. The ministry said that preventing bullying is not just about strict rules but also about building a culture of kindness, respect, and responsibility.

Public Response and Expectations

The public has welcomed the ministry’s decision to conduct a nationwide audit and reform the complaint system. Many parents have said that anonymous reporting is an important step to encourage victims and witnesses to come forward without fear.

However, some have stressed that the reforms must be followed by strict enforcement and regular follow-ups to ensure long-term change. Social media users have also expressed hope that Zara Qairina’s tragic death will become a turning point for school safety in the country.

Over the next three months, the safety audit will be carried out in schools across the nation. Once the findings are submitted, the ministry is expected to announce additional safety measures.

Education experts say that the combination of stronger rules, better reporting systems, counselling support, and community involvement could make a significant difference in preventing bullying and protecting students.

The Education Ministry has promised that it will not compromise on student safety and that all necessary steps will be taken to ensure such a tragedy is never repeated.
