FIFA has unveiled a strategy to establish a $20 billion subsidiary aimed at overseeing the commercial dimensions of the FIFA World Cup and significant tournaments, allowing private investors to gain minority shares.
This initiative has provoked swift backlash from UEFA, which raised concerns regarding its potential to alter the governance landscape of international football.
As part of this restructuring, FIFA intends to create an entity named FIFA Forward Enterprise, estimated to be worth around $20 billion.
The organization plans to retain majority ownership while offering investors the opportunity to acquire up to 20% of the entity, with an aim to generate approximately $4.2 billion.
FIFA asserts that it will maintain complete control over:
President Gianni Infantino expressed that this initiative is intended to create extra funding, which will be reinvested into global football development.
He highlighted that the financial success of top-tier competitions should extend football access and ensure sustainable growth in all areas.
FIFA claims that any net financial returns generated via this new setup will support football development initiatives.
UEFA, the governing body for European football, has reacted strongly against the proposal.
The organization indicated that the notion of selling ownership shares within football's premier events "crosses a threshold that should remain untouched by the governing bodies of the sport."
It has voiced serious worries that involving private investors in ownership of the World Cup could lead to a fundamental shift in the sport's management.
As of now, the proposal is awaiting approval.
The 211 member associations of FIFA need to cast their votes on the plan prior to its execution.
If the initiative earns approval, FIFA has indicated that the lead investor group will be organized by Joshua Kushner, the brother of Jared Kushner, who is the son-in-law of former U.S. President Donald Trump.
This proposal comes on the heels of the successful expansion of the 2026 FIFA World Cup, which featured a record 48 teams.
As the commercial value of football escalates through broadcasting rights, sponsorships, and international partnerships, this proposition has escalated discussions surrounding the balance between financial growth and the sport's traditional governance.
