Vietnam's Standing Deputy Prime Minister Pham Gia Tuc has called for urgent action to resolve remaining obstacles affecting the Ho Chi Minh City tidal flood control project. During a meeting with city officials and relevant ministries, he stressed the importance of completing the project and putting it into operation in 2026.
Major Project to Protect Millions
The flood mitigation project is designed to control tidal flooding across approximately 570 square kilometres of Ho Chi Minh City. Once completed, it is expected to benefit around 6.5 million residents through a network of tidal gates and embankments constructed along the Saigon River.
Construction Nears Final Stage
According to city authorities, the investor, Trung Nam Group, has completed more than 93 percent of the project's construction work. Structural works have largely been finished, while mechanical systems, control equipment, landscaping and supporting infrastructure are currently being finalized.
Payment Dispute Delays Progress
Officials noted that disagreements over payment methods and difficulties in securing financing have slowed the final stages of the project. These issues have raised concerns about meeting the planned completion deadline despite substantial progress on construction.
Ministries Confirm Legal Basis
Representatives from several ministries and government agencies agreed that there is sufficient legal basis for payments under the Build-Transfer contract. Authorities emphasized the need for both the city government and the investor to finalize a payment mechanism that complies with legal regulations and contractual commitments.
Investor Commits to Quick Completion
The project's investor stated that once payment-related issues are resolved, the remaining work can be completed and the system can become operational within 60 days. The company also announced an extended construction warranty period of three years.
Government Demands 2026 Deadline
Concluding the meeting, Deputy Prime Minister Pham Gia Tuc reiterated that the project must be completed in 2026 in line with directives from Vietnam's leadership. He instructed the Ho Chi Minh City People's Committee to proactively finalize the payment plan and ensure that no further delays hinder the project's completion.
