India and Canada are accelerating efforts to finalize their long-anticipated Comprehensive Economic Partnership Agreement (CEPA), with officials expressing optimism that the significant trade deal could be wrapped up ahead of the targeted November deadline. This development highlights a positive turn in economic relations following previous diplomatic tensions that stalled negotiations.
During his recent visit to Ottawa, Indian Commerce and Industry Minister Piyush Goyal emphasized the strong political commitment on both sides to conclude discussions promptly. Goyal noted that while earlier timelines aimed for completion by December 2026, Canadian Prime Minister Mark Carney has advocated for an expedited schedule, suggesting completion by November.
The anticipated CEPA is set to be a key trade agreement for both nations. It aims to lower tariffs, enhance market access, boost investments, and foster cooperation in critical sectors including technology, agriculture, energy, manufacturing, education, and services. Officials are optimistic that this agreement could elevate bilateral trade to nearly $50 billion by 2030.
Negotiations, which had been on hold due to diplomatic strains, resumed earlier this year. Multiple rounds of discussions have occurred since, with the second round recently taking place in New Delhi, focusing on crucial chapters covering trade in goods, services, intellectual property rights, sanitary measures, and technical trade barriers.
Both India and Canada have characterized the negotiations as “constructive and productive.” A subsequent round is scheduled to take place in Ottawa in July 2026, with further discussions anticipated between the negotiating teams in the interim. Both nations remain dedicated to achieving a “balanced, ambitious, and mutually beneficial” agreement.
Experts suggest the CEPA could yield significant economic advantages for both countries amidst global supply chain shifts and a collective drive to diminish reliance on singular markets. Canada seeks to strengthen trade ties beyond the U.S., while India is keen on expanding its international trade framework through vital economic agreements with leading global players.
Several key sectors stand to gain if the agreement comes to fruition. Indian exporters could see improved access to Canadian markets for pharmaceuticals, textiles, IT services, and engineering products. Conversely, Canadian firms may find enhanced opportunities in energy, education, clean technology, agriculture, and critical minerals. Analysts also expect the agreement to bolster investment flows and facilitate business mobility across both nations.
The strengthening India-Canada relationship is further supported by new business and economic initiatives. Recently, both nations revived the India-Canada CEO Forum and established a new Economic and Financial Dialogue aimed at encouraging investment and fostering deeper financial collaboration. Officials assert that these initiatives are designed to sustain long-term economic ties beyond political fluctuations in either country.
While several technical and policy topics remain under discussion, both governments exhibit optimism regarding the negotiations' momentum. If successfully completed, the CEPA would signify a substantial advancement in restoring India-Canada relations and could become one of the most vital trade agreements for both economies in the near future.
