SIPRI Report Flags Shift In India’s Nuclear Posture

India may have entered a new phase in its nuclear deterrence strategy after a recent report by the Stockholm International Peace Research Institute (SIPRI) indicated that the country has operationally deployed 12 nuclear warheads for the first time. The assessment marks a significant development in India's long-standing approach to managing its nuclear arsenal.

According to the report, India is estimated to possess around 190 nuclear warheads as of January 2026, reflecting a modest increase compared to the previous year. SIPRI noted that India’s nuclear capabilities continue to evolve through a mature nuclear triad consisting of land-based missiles, aircraft, and nuclear-powered ballistic missile submarines.

For decades, analysts believed that India maintained a policy of storing nuclear warheads separately from delivery systems during peacetime. However, recent developments, including the use of canister-based missile systems and sea-based deterrence patrols, suggest that some warheads may now be paired with launch platforms, increasing operational readiness.

The report highlights the deployment of 12 warheads as a notable milestone because it represents the first instance in which India’s nuclear arsenal has reportedly been categorized as operationally deployed rather than entirely stockpiled. Experts believe such a move reflects changing security calculations in an increasingly complex regional environment.

India’s strategic doctrine continues to be guided by its "No First Use" policy, under which nuclear weapons would only be used in retaliation to a nuclear attack. Indian policymakers have consistently emphasized that the country's nuclear capability is intended to serve as a credible deterrent rather than an offensive military tool.

The report also points to the growing role of India’s ballistic missile submarine fleet in strengthening second-strike capabilities. Sea-based deterrence is widely considered one of the most survivable components of a nuclear arsenal because submarines can remain hidden and operational even during a conflict.

While SIPRI's findings have drawn international attention, there has been no official indication of any change in India's declared nuclear doctrine. Analysts say the reported deployment reflects an effort to enhance deterrence credibility while maintaining the country's commitment to strategic restraint and regional stability.
