A Delhi High Court on Friday upheld the Indian government's temporary ban on Telegram, ruling that the decision was legal and reasonable. The restriction, which remains in effect from June 16 to June 22, was imposed after allegations surfaced that medical entrance examination papers had been leaked through channels operating on the messaging platform.
Exam Leak Triggered Restrictions
The government argued that Telegram played a significant role in the circulation of leaked exam material following the cancellation of a major medical entrance examination. Authorities said the platform's features, including anonymous usernames and the ability to quickly recreate blocked channels, created challenges for law enforcement agencies attempting to stop the spread of illegal content.
Court Backs Government Powers
Justice Tejas Karia stated that the government is empowered under existing laws to block public access to platforms when necessary to protect public interest and maintain the integrity of national examinations. The court accepted the government's position that the temporary restriction was a proportionate response to the situation.
Free Speech Debate Intensifies
The decision has sparked criticism from digital rights groups and free speech advocates. Several organizations warned that the ruling could establish a precedent allowing authorities to restrict access to communication platforms during future investigations. Critics argue that such actions may affect millions of users who are not involved in any wrongdoing.

Telegram Defends Its Actions
Telegram maintained that it had taken proactive steps to remove unlawful content related to the exam leak. According to the company, more than 900 links associated with leaked examination material were removed. The platform also argued that a complete temporary ban was excessive and unfairly impacted its large user base in India.

India is Telegram's biggest market, with more than 150 million users relying on the application for communication, business, education, and community engagement. The temporary shutdown removed the platform from app stores and restricted access across major telecom networks, causing disruption for users nationwide.
